I have reviewed the information sent to me about the Sugar Hill Road project, which documents 150 ft of after -
the -fact impacts to an unnamed tributary to North Muddy Creek with the installation of a culvert in McDowell
County. Wild trout would likely not have impacted by this project and a moratorium would not have been
needed. As this is after -the -fact and not in a priority area, I have no comments; please let me know if you need
particular input.

There was an existing culvert in the middle of that field. He connected that culvert to the culvert that flows below under
sugar hill road.
