B. Project Information and Prior Project History
3a. Project Description
The project site is located in a primarily residential area at 6319 Gainsborough Drive within the
Brookhaven Subdivision Phase III in Raleigh, North Carolina. An unnamed tributary (UT) to
Hare Snipe Creek forms the western property line. The driveway at 6319 is currently being
undermined by an active lateral migration of a meander bend in the channel. Approximately 220
feet of stream bed and bank have been identified for repair and improvement through the City of
Raleigh Drainage Assistance Program. The project is located just south of the triple box culverts
at Gainsborough Drive.
The project includes the properties located at 6139 Gainsborough Drive, 6121 Battleford, Drive,
6105 Battleford Drive, and 6404 Margate Court. The property at 6105 Battleford Drive had
approximately 130 linear stream bank repairs permitted in July/August 2007. No permits are
known to have been issued for the other properties within this project limits.
The West bank of the stream at 6319 Gainsborough is partially riprapped beginning at the
roadway culverts, extending south approximately 200 feet. The bank migration begins at the
current end of the riprap bank and continues for an approximate distance of 750 feet
downstream. It is likely that some portion of the eroded bank was lined with riprap prior to the
bank erosion as a significant amount of riprap has migrated into the center of the channel at
station 3+00 causing the stream flow to be directed towards the eastern bank. The eastern bank
below the riprap has eroded approximately 10 feet laterally for a distance of 45 feet. This bank
erosion is located on the property at 6105 Battleford Drive. An existing lawn has been
maintained to the top of the western bank at 6319 Gainsborough providing only a shallow root
system to aid in stabilizing the bank soil. The eroded bank height ranges from 7 to 8 feet along
the western face. The eastern floodplain is wooded and the bank heights range from 2.5 to 4 feet
providing for better access to the adjacent broad floodplain.
The watershed contributing stormwater to the project site on UT to Hare Snipe Creek has an area
of approximately 0.89 square miles and is not FEMA regulated. The regional curve data for a
watershed of this size is listed in the Table A.

The project reach classified as a C4 stream that is slightly entrenched. The eastern bank is lower
and has better connection to the floodplain than the steep western bank located on the outside of
the meander bend. The following morphological data included in Table B, was obtained from
surveyed cross sections at riffle locations. The morphological cross sections and longitudinal
profile data is included in the Appendix.

The site morphological data is within the data range for the urban curves. The site will be
accessed from adjacent to the existing driveway and equipment will be limited to the area shown
as the limits of disturbance.

3d. Explain the purpose of the project
The objective for the proposed design is to restore the vertical bed and bank stability to the
stream within the project area. The stabilization will stop the active lateral bank erosion and
sediment import into the stream.
3e. Describe the overall project in detail, includingthe he type of equipment to be used.
The eroded western bank at 6319 Gainsborough is planned to be reshaped, a bankfull bench
provided on the eastern floodplain, and a short segment of the eastern bank at 6105 Battleford
stabilized. The reshaped western bank will be filled and stabilized with a rock toe. A ten (10)
foot wide bankfull bench will be provided on the eastern floodplain to lessen the pressure on the

outside of the meander bend during large storm events. The migrated riprap in the center of the
channel at station 3+00 will be removed and a constructed riffle installed. The eastern bank
erosion caused by the riprap deposition in the center of the channel will be repaired with soil fill
and a rock/boulder toe. The reconstructed channel throughout the repaired reach has been
designed to contain the bankfull (1.5 to 2 -year) storm event.
The stream bank improvements will include work of reconstruction to varying slopes shown on
the plan with a minimum 1.5H: IV slope at 6319 Gainsborough due to the limited area adjacent
to the existing driveway. The top of the reconstructed bank is proposed to be located a distance
of 5 feet from the existing driveway edge. A rock/boulder toe has been designed at critical
outside bend areas, locations where fill is proposed to be introduced to re-establish the channel
toe, and in areas where the proposed benching will affect the existing vegetation. The rock toe
on the West channel bank will be constructed to a maximum elevation of 331.0 feet which places
the installed rock just outside of the existing sanitary sewer easement.
The proposed bankfull channel and benching has been based on a bankfull slope of 0.009 ft/ft
with bankfull elevations determined in the morphological analysis. The channel design has been
based on a cross sectional area of approximately 37.5 square feet in the riffle sections with pool
areas approximately 25% larger. The pool area is anticipate to adjust over time with sediment
deposition and point bar formation. The proposed channel will remain in the approximate
location of the current channel with toe adjustments at scoured locations reconstructed at
approximated original toe locations.
The stream bank corridor within the repair area will be re -vegetated along both sides of the
stream along with the bankf ill bench. The re -introduction of vegetation to the graded channel
banks will aid in providing long term bank stability. The vegetation will be a combination of
native herbaceous and woody plant species. The stabilized banks and re -vegetated corridor will
additionally provide stormwater quality benefits.
The equipment to be used in the project is earth moving equipment and various other support
apparatuses. The stream normal flow will be pumped around the project site. Stabilization will
occur daily within the work area. Heavy equipment may include hydraulic excavator,
compactors, bulldozers, skidsteer loaders, and dump trucks to load and unload materials. The
construction equipment will enter the site from Gainsborough Drive on either side of the stream
and all construction will be performed within a defined limit of disturbance.
C. Proposed Impacts Inventory

S 1: Stream stabilization will be provided on the bank through reconstruction to a typical channel
cross section, rock toe reinforcement in reconstructed areas, and installation of permanent woody
vegetation. The profile will be stabilized through the removal of debris that is currently diverting
water towards the bank and destabilizing the stream bank. Further profile stabilization will
include the installation of a constructed riffle to transition the stream out of the meander bend
pool. A bankf ill bench will be developed on the east bank to reduce shear stresses on the outside
of the meander bend bank during large storm events for long term stability.

conducted on both sides of the bank. The changes in the buffer involve a 700 sf area. This area
will be revegetated in accordance with the planting plan.
132: The top of the stream bank will be relocated due to the bank stabilization work to be
conducted on the bank and riprap will be place to bankfull. The changes to the buffer involve a
210 sf area. This area will be stabilized with Class II Riprap.
133: This area will be impacted due to construction access and development of a bankfull bench
on the south side of the stream. The buffers to the north will be re-established to match the
existing lawn. The buffers on the south side of the stream will be re-established with native
grasses and woody vegetation as shown on the stabilization plan.
D. Impact Justification and Mitigation
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing
project.
This project is necessary due to the active bank erosion that is undermining an existing concrete
driveway at 6319 Gainsborough Drive. The project will stabilize the stream channel and to
eliminate active erosion of the stream channel bank. The repaired channel will enhance aquatic
habitat and will reconnect the stream through the construction of a constructed riffle transition at
the location of the existing head cut. The minimization of the project includes working with the
exiting stream pattern with limited pattern changes and enhancement of a floodplain bench to
lessen the stress on the stream banks at the outer bend during large storm events. The limits of
disturbance has been minimized to only the area needed to construct the repairs. Buffer impacts
will minimize impacts by accessing the site through a narrow corridor and protection of as much
existing vegetation as possible.
lb. Specifically describe measures taken to avoid or minimize the proposed impacts through
construction techniques.
Pumping of normal stream flow be maintained and pumped around the site during construction
activities. Bank stabilization, covering the slope with riparian seed and coir matting, will occur
daily upon completion of bank grading. Permanent woody vegetation will be installed on all
stream banks above rock toes.

5d. What data sources did you use to determine whether your site would impact Endangered
Species or Designated Critical Habitat?
The site is an existing urban residential area that has been previously impacted by development.
Open areas are currently being mowed and maintained. Habitat is not present for Wake County
listed vertebrate and invertebrate endangered species with the exception of Northern Long Eared
Bats. It is not anticipated that this tree removal would be an impact to critical habitat for the
Northern Long Eared Bat in Wake County. Therefore it is not anticipated that there will be any
adverse impacts associated with T/E species.

ACTIVITY (NCGO10000) TO STORMWATER INSPECTIONS THROUGHOUT THE PROJECT.
3. PRIOR TO BEGINNING CONSTRUCTION, CALL THE STORMWATER INSPECTIONS REGIONAL COORDINATOR AT
(919) 279-1308 TO SCHEDULE AN ON-SITE PRECONSTRUCTION MEETING.
4. INSTALL ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES. LIMIT CLEARING AND LAND
DISTURBING ACTIVITY TO THE AREA NECESSARY TO INSTALL THE PERMITTED MEASURES.
5. CALL THE RAPID RESPONSE NUMBER (919) 857-4412 TO SCHEDULE A STORMWATER SITE INSPECTION.
6. UPON APPROVAL OF THE STORMWATER SITE INSPECTION, COMMENCE PERMITTED LAND DISTURBING ACTIVITY.
7. GROUND COVER SHALL BE PROVIDED AS FOLLOWS:
A.FOR ALL AREAS OF MODERATE AND/OR STEEP SLOPES, PROVIDE TEMPORARY GROUND COVER IF THE SLOPE

30. ONCE GRADING IS COMPLETE, TEMPORARY MEASURES ARE REMOVED, AND THE SITE IS STABILIZED, CALL
