Updated Site Location and Description
Kerr Station Lofts is a mixed -use development proposed at 4599 Franklin Avenue within the City of
Wilmington NC and was previously approved for sewer permitting on January 3, 2019. The
previously approved project was 8.39 acres, but with the acquisition of 0.90 additional acres of
property in the southeast corner of the property, the project now totals 9.29 acres. This project was
previously approved with 139 apartment units, 5,000 sf of commercial space and an 8,000-sf
clubhouse. The project now proposes 12 additional apartment units for a total 151 apartment units.
All 12 of the additional units are proposed to be 4-bedroom units. The commercial space and
clubhouse remain as previously approved.
The project is owned by DRI/CA Wilmington, LLC and proposes 67,045 GPD of sewer flow. This is
an increase from the previously approved 61,285 GPD for the project.
This project previously proposed making two sewer connections, where now it only proposes one
connection via an existing gravity sewer manhole. The connection is proposed along Franklin Street,
to the same manhole previously proposed to be connected to. The manhole connection along
Jacksonville Street is no longer proposed.
Sewer flow offsite will drain to an existing pump station (Pump Station #10) owned by the Cape Fear
Public Utility Authority (CFPUA) and ultimately ends at the James A. Loughlin (Northside)
Wastewater Treatment Plant, also owned and operated by CFPUA.

The existing manhole that this project connects to is fairly shallow and therefore cover over the pipe
is at a minimum. Where possible PVC piping is used but once under three feet of cover, DIP is used
for the project. To our knowledge, this project complies with the 15A NCAC 02T rules.
As mentioned, once the wastewater flow leaves the project via gravity flow, it will ultimately end up
at the James A. Loughlin (Northside) Wastewater Treatment Plant. This project now proposes 67,045
gpd of sewer flow be added to the Treatment Plant, which will put the plant's capacity up to 85.3%
of its permitted flow.
