The proposed project site consists of a wooded natural area with a cleared utility right of way and an unnamed tributary with associated wetlands, and cleared areas between adjoining
municipal and commercial properties. The project site is surrounded by �nrooded areas to the west and east, a large developed industrial area to the south, and commercial and
municipal developed properties to the north.

The purpose of the proposed roadway is to provide an alternate access to tvYn critical County service centers and a commercial area, alleviating haffic issues and accelerated wear
and/or damage to Julian Road, and providing an easier access point for large delivery trucks.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Rowan County is proposing to construct approximately 1,040 linear feet of paved roadway with associated appurtenances to connect Corporate Center Drive to Julian Road in
Salisbury, NC. The proposed road heads northeast from Corporete Center Drive, crosses an Unnamed Tributary (UT) to Town Creek (S1), a riparian wetland area (WA), and a gravity
sewer line before reaching a cleared developed area, then continuing northeast until reaching Julian Road (see Location Map, Plan Sheets). Ebsting sub-surface sew�r and water
infrastructure within the project area will be encased for protection from the new road construction.
The proposed project will result in permanent impacts to UT-1 Town Creek (Impact S1 - 120LF) as fill associated with 80LF of 54" RCP pipe with concrete headwalls and approx 25LF
of rip-rap protection at the outlet end of the pipe. Rip rap will be applied to both stream banks belowthe outlet to prevent scouring and bank erosion. Rip rap will be 'keyed in' to match
original streambank elevations, no rip rap will be placed in the stream bed. Approx. 30 LF of total temporary impacts are proposed for UT-1 Town Creek for pump around diversion and
construction equipment access and maneuvering; Impact S2 (10LF) at the outlet end and Impact S3 (20LF) at the inlet end of the proposed pipe. Also, the project is proposing approx.
0.006-acres of temporary impacts to Wetland A(Impact W1) for grading associated with pipe placement. See Impact Map.
Total proposed impacts include: 120LF of permanent stream impacts. 30LF of temporary stream impacts. 0.006-acres of temporary wetland impacts.
All streambanks and v"�tlands receiving temporary impacts will be retumed to original grades and contours, matted with fully biodegradable matting, and seeded with a native NC
riparian seed mix (see Streambank Stabilization Detail - Sheet C-503). The proposed 54" RCP will be buried at least one foot below the stream bed to maintain aquatic passage. A pump
around or other diversion technique will be used to ensure that all in-stream v"nrk occurs in the dry (see Temporary Stream Bypass Detail - Sheet C-501). A temporary stream crossing
may be used in the same location of the proposed pipe to allow for equipment access prior to pipe installation (see Creek Bank Restoration Detail - Sheet C-502).
Erosion Control measures include grassed swales, erosion control matting check dams, silt fencing, and a temporary skimmer basin (see Sheet C-104). Proposed permanent
stormwater measures include grassed swales, concrete storm drains connected to 18" RCP pipes, and rip-rap swales to divert and control run-off (see Sheet C-101).
Typical construction equipment will be used on the project including, bull dozers, dump trucks, road graders, and paving equipment.

Proposed road was designed to cross UT-1 Town Creek at perpendicular angle, and designed to avoid Wetland A as much as practical. Permanent
stormwater systems designed to intercept surface water and allowfor flowto UT-1 Town Creek while avoiding sedimentation and erosion of stream
banks.
