No worries Rick — thank- you for looking into this for us. Both of these facilities are within the Raleigh Regional Office territory (specifically, the one for which they have the 2003 exemption letter is located in Kittrell). I discussed this with them last week and they had proposed that they just go ahead and apply for permits for both of the facilities anyway, to be on the safe side (since we assumed that the level spreader exemption was no longer applicable).
