Freshwater (FW)
To delete a parameter from the chart, simply click on the parameter number on the left , right click, hit delete and entire row.
Calculated limits are determined as follows:
a. Chronic and acute, Aquatic Life standards
for all parameters,
carcinogenic(C) or non-carcinogenic(NC),
will be divided by the 7Q10 and 1Q10, respectively.
b. Non-carcinogenic
(NC) parameters with
Human Health standards (HH and WS)
will be divided by the 7Q10
to give a chronic standard.

Dissolved to Total Metal Calculator

Enter data onto “Table 1” under the Input Sheet and enter “Effluent Hardness” under the Data Sheet.
In accordance with 40 CFR 122.45 (c ), permits are, have and must be written as total metals.
This calculator has been inserted into the RPA to calculate Total Metal allowable allocations once Table 1 has been completed (Input Sheet) and Effluent hardness has been entered (Data
Sheet).
Following the spreadsheet from left to right. First the allowable allocations for the dissolved metals will appear for all the metals listed once Table 1 is complete
and effluent hardness entered. Use a default value of 25 mg/L if no hardness data is available. Second, the Dissolved Metal allocations are divided by the Translators
to determine the Total Metals that can be allocated to the Permittee. These Total Metals values are automatically inserted into Table 2 and are the allowable Total Metal allocations
determined for the Permittee prior to allowing for dilution. See Input sheet Table 2. The final acute and chronic values shown under the RPA sheet are the Total Metal values listed
in Table 2 divided by the acute and chronic IWC, respectively.
The
Translators
used in the freshwater RPA are the Partition Coefficients published by US EPA in 1984. They are TSS dependent equations and can be found listed with the WQS hardness dependent equations
under the sheet labeled Equations. A fixed TSS value of 10 mg/L is used to calculate the Translator values.
Pretreatment Facilities
–
PERCS will need a copy of the Dissolved to Total Metal Calculator spreadsheet and the RPA sheet along with the Final Permit.
Pretreatment Facilities are required to renew their Headwords Analysis after renewal of their permits. Since all their metal allocations are likely to change PERCS needs to see any
new metal permit limits and the allowable allocations for the dissolved metals to assess Maximum Allowable Headworks Loading (MAHL) numbers for each metal based on the Combined Hardness
values used in the permit writers RPA calculations.<
For Cadmium, Lead, Nickel, Chromium and Beryllium
, if all the effluent sampling data for the last three to five years shows the pollutant at concentrations less than the Practical Quantitative Level (PQL), it is not likely a limit
or monitoring will be put in the permit. However, if the estimated NPDES permit limit is less than the Practical Quantitative Limit (particularly, Cadmium and Lead) and the pollutant
is believed to be present, to assess compliance with the new standards and for future permit limit development, monitoring for the pollutant will be required. If the facility is monitoring
for the pollutant in its Pretreatment LTMP, no monitoring is needed in the permit.
For monitoring and compliance purposes
if Total Chromium < the Chromium VI chronic Total Metal limitation – no limit or monitoring is required.

Using the Tool
The general sequence of steps for completing the RPA is as follows:
Setup (‘in’ sheet)-Begin with a blank copy of the ‘npdes rpa 200403.xls’ file. (Permit writers: To generate a blank copy, double-click on the RPA template (‘npdes rpa 200403.xlt’)
or on the shortcut to the template, located on the NPDES server.)
-Enter the facility, receiving stream, and other project-specific information in Table 1 of the ‘in’ sheet. The information will automatically populate the ‘rpa’ sheet.
-Enter the parameter names, applicable standards, and other information for the Pollutants of Concern (POCs, up to 15) in Table 2 of the ‘in’ sheet. The POC names will automatically
populate both the ‘rpa’ and the ‘data’ sheets.
-Table 2 already includes relevant information on the most common parameters. Users can change the table’s contents to include different parameters or to adjust for a saltwater discharge.
DO NOT cut-and-paste or click-and-drag the existing POC cells in order to re-arrange them. Instead, copy-and-paste the cells, then go back and delete the originals. (Just trust me on
this.) -Hide any rows in the ‘rpa’ and ‘data’ sheets that are not needed for the RPA. The file includes a toolbar with custom to simplify this.
-Enter new POC information into the appropriate cells. Be sure to update all of the information for each parameter to be changed.
-Once the information is entered, you can sort it by Parameter (or whatever column you choose) to get it in the preferred order.
Data Entry -Prepare the raw effluent data for each POC and enter it in the appropriate columns in the ‘data’ sheet.
-There are three data columns for each parameter: the Date, the “<” indicator (if needed; any character will work), and the data value. Enter the data accordingly. It is sometimes easier
to use the ‘blank’ sheet or other sheet to arrange the raw data, and then copy it into the ‘data’ sheet.
-Values entered as “less than detection” using the “<” character (actually, any character in that column) will automatically be halved for the calculations that follow. The sheet also
counts any values less than the PQL (see Table 2 on the ‘in’ sheet) as “less than detection”.

RPA Tool

The RPA Tool is an Excel workbook, ‘npdes rpa 200403.xls, developed and maintained by the NCDWQ’s NPDES Permitting Units. The Unit’ permit writers use the Tool to evaluate effluent data
from individual wastewater treatment plants and determine whether limits for certain pollutants of concern (typically, heavy metals, cyanide, and toxic organics) are warranted. It evaluates
the magnitude and variability of the data and determines whether there is a reasonable potential that the discharge will cause a contravention of applicable water quality standards
and criteria. If such reasonable potential is found, the permit writer uses the results of the analysis to determine appropriate permit limits for the parameter(s).

Overview
The RPA workbook consists of six spreadsheets:
ack is the introductory screen and explains to terms of use of the RPA tool.
in is the initial data entry sheet for project-specific information and the pollutants of concern.
rpa is the main worksheet of the tool. It serves as a summary report of the RPA’s results and includes the permit writer’s recommendations for each parameter.
data contains the raw effluent data for each pollutant of concern. Most of the statistical calculations are carried out on this sheet.
mf table is the standard Multiplication Factor table used in the tool. The MF is a function of the number of samples (n) and the Coefficient of Variation (CV, the standard deviation
of a data set divided by its mean).
blank is a blank sheet which can be used to organize effluent data prior to entering the data in the ‘data’ sheet. Of course, you can add others if the need arises.
The first five sheets are “protected” to prevent unintentional (and undetected) changes in the spreadsheet’s programming or content. However, certain portions of the ‘in,’ ‘rpa,’ and
‘data’ sheets - highlighted in light blue - are unlocked for data entry.
Unfortunately, the “protect” feature in Excel prevents certain changes (some formatting, for instance) that would be useful and would not corrupt the workbook. To get around this, the
sheets include macros that allow the user to unlock (and re-lock) the sheets when changes are needed (more on that below).
Review Results-The ‘data’ sheet calculates the maximum predicted concentration for each POC and returns it to the ‘rpa’ sheet (Col. K). The ‘rpa’ sheet compares this result with the
maximum concentrations allowed by the acute standard (no instream dilution) and the chronic standard (dilution included) and reports whether the maximum predicted value is more than
or less than the maximum allowed (Col. L). It also presents an automated response, suggesting a permitting action based on these results.
Enter Recommendations - At this point, the permit writer must evaluate the results in the ‘rpa’ sheet, along with any other relevant factors, and recommend what limits and/or monitoring
to include in the new permit. Enter these notes in Column M.<

Statistically 58 points are the maximum number of points allowed under this RPA program. Data fields were estbalished to allow only 58 data point entries.

Added Upstream Hardness calculation feature using measured upstream data:
1) INPUT display shows "Upstream Hardess" status and how upstream data is applied
2) DATA has new Upstream Hardness input sheet to accept upstream hardness data used to calculate number of data enties, data set average, data set 10th percentile value
3) Diss to Total Metal Calculator determines which upstream hardness to apply, if the number of data entries exceed 30 then the average value is used, if the number of data enties are less than 30 then the
10th percentile value is used. Anytime the applied upstream hardness is less than 25 mg/L then a default value of 25 mg/L is applied.
4/26/16:
Per Julia want to use average values for both the effluent and upstream hardness calculations. Defaults to be the same as was applied in the HUC base RPA.
1) Changed all upstream hardness median calculations to average calculations.
2) Removed any greater than 99.999 defaults from upstream hardness conditional statements. Upstream average will be actual execpt when less than 25, then 25 is the default.
3) Changed all effluent hardness median calculations to average calculations. Conditional statements for WS still apply, efflunet average value above 99.999 default to 99.

Dissolved to Total Metal Calculator
Do NOT enter any data directly into this spreadsheet.
Enter data onto "Table 1" under the Input Sheet and enter
"Effluent Hardness" under the Data Sheet.
In accordance with 40 CFR 122.45 (c ), permits are, have and
must be written as total metals.
This calculator has been inserted into the RPA to calculate
Total Metal allowable allocations once Table 1 has been
completed (Input Sheet) and Effluent hardness has been
entered (Data Sheet).
1) Following the spreadsheet from left to right.
First the allowable allocations for the dissolved metals will
appear for all the metals listed once Table 1 is complete
and effluent hardness entered. Use a default value of 25
mg/L if no hardness data is available.
Second, the Dissolved Metal allocations are divided by the
Translators to determine the Total Metals that can be
allocated to the Permittee. These Total Metals values are
automatically inserted into Table 2 and are the allowable
Total Metal allocations determined for the Permittee
prior to allowing for dilution. See Input sheet Table 2. The
final acute and chronic values shown under the RPA sheet
are the Total Metal values listed in Table 2 divided by the
acute and chronic IWC, respectively.
2) The Translators used in the freshwater RPA are the
Partition Coefficients published by US EPA in 1984. They
are TSS dependent equations and can be found listed with
the WQS hardness dependent equations under the sheet
labeled Equations. A fixed TSS value of 10 mg/L is used to
calculate the Translator values.
3) Pretreatment Facilities - PERCS will need a copy of the
Dissolved to Total Metal Calculator spreadsheet and the
RPA sheet along with the Final Permit. Pretreatment
Facilities are required to renew their Headwords Analysis
after renewal of their permits. Since all their metal
allocations are likely to change PERCS needs to see any
new metal permit limits and the allowable allocations for
the dissolved metals to assess Maximum Allowable
Headworks Loading (MAHL) numbers for each metal
based on the Combined Hardness values used in the
permit writers RPA calculations.
4) For Cadmium, Lead, Nickel, Chromium and Beryllium, if
all the effluent sampling data for the last three to five
years shows the pollutant at concentrations less than the
Practical Quantitative Level (PQL), it is not likely a limit or
monitoring will be put in the permit. However, if the
estimated NPDES permit limit is less than the Practical
Quantitative Limit (particularly, Cadmium and Lead) and
the pollutant is believed to be present, to assess
compliance with the new standards and for future permit
limit development, monitoring for the pollutant will be
required. If the facility is monitoring for the pollutant in its
Pretreatment LTMP, no monitoring is needed in the
permit.

I. How to Determine Hardness for use with Dissolved Freshwater Standards for Permitting Purposes
HARDNESS - Use 25 mg/L, expressed as CaCO, or Ca+Mg, as the default Hardness

To determine a Hardness value for permit limit development, use the following equation:

(a) Use the median instream Hardness value of the ambient 8-digit HUC data collected by the Division of Water Quality. To find the 8-digit HUC hardness value for your facility Click Here.
(b) For the purpose of this estimation, use the facility's median effluent Hardness value, if available. The Division will request the permittee to sample effluent hardness once/month and submit one to two years of data with the permit renewal application. If no effluent hardness data is submitted, a default of 25 mg/L will be applied.
II. To Develop Dissolved Metal concentrations for permitting purposes use the Freshwater Standards for Hardness Dependent Metals listed in Table A below.
