March 8, 2019 NCDEQ - Division of Water Resources Asheville Regional Office 2090 US Hwy. 70 Swannanoa, NC 28778 RE: Notice of Incomplete Application Duncan Site SAW -2016-00715; DWR 2019-0245 Mitchell County, North Carolina Mr. Moore, This letter is provided by Wetlands & Waters, Inc. on behalf of The Quartz Corp USA in response to a request by NC DWR for more information relating to the above referenced project. Questions from DWR are italicized, with our responses in bold. The preliminary jurisdictional determination map, approved June 30, 2016, depicts a 0.01 -acre wetland (wetland 1000) and a 120 foot tributary (Tributary 900) in the southwest corner of the property. Why are these features not depicted on Sheet 1 included with the Pre -Construction Notification (PCN)? Will the proposed road impact either of these features? [15A NCAC 02H.0502(b)] Wetland 1000 and Tributary 900 were mistakenly left off of the PCN schematic. These features are mostly contained within the mine permit boundary and 25 ft undisturbed buffer. The proposed road will not impact either of these features. 2. It's difficult to determine whether the proposed topography will allow for vehicle/equipment access from the proposed access road network to the northeastern and far eastern portions of the site and whether additional stream impacts will be required to access these areas. How will the northeastern and far eastern portions of the site be accessed for infrastructure (sediment traps, stormwater ponds, etc...) maintenance after the tailings have been placed without additional stream impacts? [15A NCAC 02H. 0506(b)(4) and (c) (4)J Future access to the northeastern and far eastern portions of the site were taken into account in the site planning and design. The project proponent has assured us that no additional impacts to streams are planned, and understands that any additional impacts on the site will be considered cumulative.
