Explain the purpose of the proposed project:* The purpose of the proposed project is to improve vehicular and pedestrian access and safety, as well as sewer capacity for the current Fuquay-Varina High School which is undergoing a renovation project. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The scope of this project will involve overlay of asphalt and addition of lanes at the school entrances on Broad St. and Ransdell Rd. Roadway improvements consist of (2) driveway connections on Broad St. and (2) connections on Ransdell Rd. serving Fuquay-Varina High School, along with new sidewalks, ditches, and drainage culverts. Project will also involve relocation of the existing 8" water line (appro)dmately 80 linear feet of new ductile iron pipe will be installed) to run underneath the new 60" storm drainage culvert on Ransdell Rd. and the replacement of the eAsting sewer line with a new one located in the same footprint The location of the project is along Broad St between Wake Chapel Rd. and Bengal Blvd., and along Ransdell Rd. between Broad St. and Stewart St. The project will support the renovation of Fuquay-Varina High School that will be constructed by WCPSS on property owned by Wake County Board of Education along Broad St. and Bengal Blvd. The project begins approAmately 627 feet southeast of Wake Chapel Rd. and ends approximately 350 feet southeast of Bengal Blvd along Broad St. The project also begins along Ransdell Rd. approximately 350 If southwest of the intersection with Bengal Blvd and ends approximately 800 If northeast of the Ransdell Rd./Bengal Blvd. intersection, just past the school bus driveway. Land disturbance proposed with this project is approAmately 3.94 acres. The first phase of work will include roadway work along Ransdell Rd. at Bengal Blvd., including the water line relocation and roadway cross culvert installation. During the process of culvert installation road will be closed for 9 consecutive days (Saturday to Sunday) to allow for open cut and installation. The 2nd phase will complete the roadway work on Ransdell Rd. and then Broad St. Work will be performed by standard commercial construction equipment. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed culvert replacement originally consisted of two smaller culverts, however was redesigned to accommodate one 60 inch culvert buried 12 inches which will better allow for aquatic passage. Slopes tying into the inlet and outlet headwalls were designed to be as steep as possible to reduce permanent impacts to the stream and wetlands. No additional permanent impacts will be made during the replacement of the sewer line. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Appropriate sediment and erosion control practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual' will be used to minimize impacts to the adjacent natural resource features. The erosion control package will be submitted to NCDEQ concurrently with our submittal to DOT. We are currently waiting on the Town of Fuquay-Varina to complete their review before we submit to NCDOT and NCDEQ. 2. There is an onsite pond that is used for treatment for the onsite µark. We are currently proposing a rip -rap dissipater pad to nullify erosive velocities along with permanent liners (for additional stability) within the tail ditch that ties back into the stream. The dissipater pad is fully sized to handle the outlet flows and is 39 feet wide at the end. We have attached the calculations for the sizing of the pad. The tail ditch then directs the flow back into the existing stream. There is no proposed permanent stormwater treatment for this project (since it is a roadway project) other than erosion control measures. G. Supplementary Information 1. The impacts associated with the road widening activities will be permitted under NWP 14 for linear transportation projects and will include stream impacts consisting of the difference in length between the existing culvert and the proposed culvert, and wetland impacts resulting from the proposed rip -rap dissipater installation. 2. The new twin 42" culverts shall be buried to maintain aquatic passage and to maintain passage during drought or low flow conditions, and every effort shall be made to maintain the existing channel slope. One culvert shall carry the normal (low) flow and one culvert with a sill shall carry the higher flows from storm events. Also, measures should be included in the construction/installation that will promote the safe passage of fish and other aquatic organisms. The dimension, pattern, and profile of the stream above and below a pipe or culvert should not be modified by altering the width or depth of the stream profile in connection with the construction activity. The width, height, and gradient of a proposed culvert should be sufficient to pass the average historical low flow and spring flow without adversely altering flow velocity. Spring flow is the seasonal sustained high flow that typically occurs in the spring. Spring flows should be determined from gage data if available. In the absence of such data, bank -full flow can be used as a comparable indicator. 3. The new tie in from the rip -rap dissipater to the existing stream should incorporate natural stream design, bioengineering and/or geoengineering methods for aquatic passage and should incorporate natural durable materials, native seed mixes, and native plants and shrubs to the maximum extent practicable, rip -rap can be used to stabilize the bank if necessary but natural materials are preferred. 4. The sewer line replacement will be an open cut excavation of the existing stream and adjacent wetland area in the same footprint as the existing pipe within the same maintained easement, therefore there will be no new impacts however the temporary impacts associated with this activity will need to be permitted under a NWP 12. There will be no buffer impacts as a result of this activity as the sewer easement is currently maintained. If anyone has anything they want to add, or questions, please let me know. As such, we recommend that surveys be conducted to determine the species' presence or absence within the project area. The use of North Carolina Natural Heritage program data should not be substituted for actual field surveys. If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely to adversely affect) a federally -protected species, you should notify this office with your determination, the results of your surveys, survey methodologies, and an analysis of the effects of the action on listed species, including consideration of direct, indirect, and cumulative effects, before conducting any activities that might affect the species. If you determine that the proposed action will have no effect (i.e., no beneficial or adverse, direct or indirect effect) on federally listed species, then you are not required to contact our office for concurrence (unless an Environmental Impact Statement is prepared). However, you should maintain a complete record of the assessment, including steps leading to your determination of effect, the qualified personnel conducting the assessment, habitat conditions, site photographs, and any other related articles. Please be aware that bald and golden eagles are protected under the Bald and Golden Eagle Protection Act (16 U.S.C. 668 et seq.), and projects affecting these species may require development of an eagle conservation plan (http://www.fws.gov/windenergy/ eagle_guidance.html).
