The North Carolina Department of Transportation Ferry Division is applying for a major
modification to CAMA Major perxnit #44-96 to extend the permitted portion of the existing
ferry channel located at the Cedar Island Ferry Terminal, in Cedar Island, North Cazolina.
The current permitted channel length, including the boat basin channel, is 1190' of which
includes a portion that extends straight out past the breakwater by 200'. A shoal has
developed in the unpernutted portion of the existing channel and has created unsafe
traueling conditions for the vessels and the traveling public. Northerly wind conditions
cause the Captains to come out of the basin and be side-to forcing the ferry to roll which in
turn creates unsafe conditions for the traveling public, state employees, and the vessels.
While there is deep water in the channel to the south it is important for the vessels to stay
close to the breakwater to avoid potentially dangerous operating condi6ons during high
wind events. Pernutting the requested section of channel will a11ow for the Ferry Division
to perform dredge maintenance activities ensuring the channel is clear and reliable for safe
passage.

The NCDOT Locations and Surveys Unit has performed surveys of this area and they have
provided a map depicting the proposed dredging of the previously unpermitted portion of
the channel. The previously unpernutted channel extends approximately 590 feet further
thau,t� current pernutted channel. The current pernutted depth for tlus channel and basin
is �9-' but connecting waters are between 13' and 17' therefore NCDOT is requesting to
dredge and maintain this channel to a depth of 12' MLLW. An estimated 22,450 cubic
yards of material will be removed from the Cedar Island channel and basin azea during the
upcoming dredging event.
All dredging activities will be performed by the NCDOT Ferry Division — Marine
Maintenance Unit. The State owned 12" pipeline dredge Manteo will be used for this wark
along with a support fleet consisting of tugs and barges to move material, equipment, fuel,
and workers azound the wark site. Material removed during this dredge project will be
pumped to a leased spoil site that is located on a nearby property. The spoil site will have
berms that are 12' feet tall with a 2:1 slope. A spill gate be installed in the spoil site berm
and two discharge pipes attached to the spill gate will allow clear water to flow back into
the Pamlico Sound. A map of the spoil site is attached to this request. This map was revised
on January 22, 2019 to include the location of the discharge pipes

�e purpose of this project is to extend the permit for the ferry channel to include the unpermitted poAion of the channel that is
used daily by the traveling ferries at the Cedar Island Ferry Terminal in Cedar Island, North Carolina. The current permitted
channel length (including the boat basin channel) is 1190' of which includes a portion that extends straight out past the
breakwater by 200'. A shoal has developed in the unpermitted portion pf the existing channel and has created unsafe
traveling conditions for the vessels and the traveling public. Northerly wind conditions cause the Captains to come out of the

All work will be completed by the NCDOT Marine Maintenance Unit. The equipment that will be used to dredge this location
will be the state owned 12" hydraulic pipeline dredge "Manteo". Multiple tugs and barges will be in the channel during the
projec to assist with moving the dredge, setting anchors, fueling activities, etc. An excavator and bulidozer will be used on
land at the leased upland spoil site to assist in building the site and handling pumped material.

Project Setting
The Cedar Island Ferry Teiviinal is located at the northem terminus of NC 12 in Cedar Island,
Carteret County. The ferry service serves as an extension of NC 12, carryiug velucles and passengers
to Ociacoke Island and allowing movement of the traveling public to points northsuch as the Outer
Banks area of Hyde, Dare; and Curritnck Counties. NC 12 al§o serves as one of only three
emergency evacuation routes from Ocracoke Island, the oChers being the %rries to Hatteras Island
and Swan Quarter. It should be noted that at times NC 12 north of Hatteras becomes impassible
from flooding and storm surge, thereby leauing the Cedar Island Ferry and Swan Quarter Ferry routes
as the only emergency evaeuation routes off the southern Oufer Banks.
The ferry facility was constructed in 1965 and the site is currendy composed of an approximafely
18-acre parcel of land adjacent to an enclosed ferry basin leading out to the Pamlico Sound: The site
includes a visitor's center, a maintenance building, and a,paved:parking azea for employees and
visitors. The basin includes two ferry loading slips and two ferrp storage slips, and is stabilized by
rock jetties on the east and west sides of the basin.
The existing ferry :basin is approxnnately 450' wide and approximately 600' long, `with water
depths ianging from -6.7' NLW to -25.1' NLW. The existing ferry channel is approximately 300'
wide and 590' long, with existing water.depth ranging from -7.6' NLW to -13.0' NLW. The basin
and channel were originally dredged to -10' NLW and were first authorized by the State of North
Cazolina under Dredge and Fill Permit #9-73; issued on January 23,1973. Two "Libexty Slup" hulls
serving as an extension of theiock jetty on the west side o£the chazmel wexe xemoved in 1996 and
replaced with rock under CAMA 1vIajor Permit #44-96 and corresponding USACE.Action I.D.
#199602806. The channei and basin were widened to current dimensions and excavadon was
authorized to -12' NLW at this time under said permit. CAMA Major Permit #44-96 was originally
issued on Mazch27, 1996 and has been continuously renewed for maintenance dredging since that
time. Although the channel and basin were previously authorized to -12' NLW, the Ferry Division
has historically only maintained them to -10' NLW.
The shoreline adjacent to the faeiliry is composed of 100' to 200' wide sandy beaches with very
low pr.ofIles and shallow water depths out to approximately 600' from shore. Typical elevadons in
the project azea range from 0 to fi feet above.the normal low water level of the Pamlico Sound. The
predominant land nses in the vicinity of the ferry terminal is summer homes to the west of the site,
and a public boat ramp and enclosed launching basia operated by the N.C. Wildlife Resources `
Commission to the east of the site. Severallots immediately to the east of the public boat ramp are
owned by a private company encompassing approximately 22 acres and have been proposed as a
spoIl "disposal site..' The property is currently utilized` as part of a bampground and hotse stable.
facility. The properiy is low and sandy overall, with an approximately 5-acre pond adjacenf to the
sandy beach. There aze Coastal Wetlands within the southeru portion of the property, however, thete
aze no Section 404 wetlands or Coastal Wetlands within the proposed project area. The pxoperryhas
been authorizGd and utilized by the NCDOT-Ferry Division duringpastdredging operations for spoil
disposal. There are no known archaeological or architectural resources within the pioject azea.
Pamlico'Sound is classif'ied SA; HQW; NSW by the Environmental Management Commission in
the area of the proposed construction. Pamlico Sound in the project area is located within the Neuse
River Basin, and therefoxe, subject to the Neuse River Basin Buffer Rules. Pamlico Sound is

classified by the North Cazolina Division of Marine Fisheries as Coastal Waters but has not been
classified as a Primary Nursery Area in the vicinity of theproject. The waters in.the existing ferry
basin and channel are closed fo shellfishing, howeuer, th�y are open to shellfishing beyond the ferry
channel. At the project site,water depths range from approximately-7.5' NLW to -16.2' NLW, kvith
a maximum water depth of -13.0' NLW in the existing channel. There wete no SAV's observed 'ui
the proposed project area during the site visit and are not expected due to the existing water depths,
the lazge.waves coming across Pamlico Sound, and distnrbance from ongoing ferry operations.
Peoject Proposal
Historically, the ferry boats have followed the channel in an easterly direction to the end of the
' western breakwater sYructure, where the boatswould turn and then head in a northeasterly direction
towards.the Ocracoke Island �erry Terminal. This has allowed the ferries to generally head more
direcdy into the waves, with the longest axis of the vessel perpendicular to the waues, thereby
d'uninishing the effects of the waves on the vessels.
A sandy shoal has developed at the end of the western breakwater structure and has encraached
into and beyond the existing channel. The U.5. Coast Guard has placed a temporary channel marker
to the south/southeast of the breakwaters to help identify the shoal's location. Ferries leaving Yhe
Ferry Facility mast now head in a southeasterly directian towazds the temporary channel markei and
out of the authorized chanuel to a�oid contact with the shallow bottom. Ferry Division personnel
have reported ferry contact with the bottom on more than one occasion due to tke shoaling.
- The predominant northeast winds in the winter months cunendy cause large.waves to strike the
southeas�erly head'mg ferries broad side. This causes the ferries to roll side to side and in tum create
potentially dangerous conditions for the traueling public, state employees, and the vessels.
The NCDOT-Ferry Division proposea to lengthen the existing300' wide x 590' long mazked
ferry channel by an additional 590' in a northeast direction from the end of the existing channel. The
channel would be constructed to match the 300' width of the existing channel. The channel wouid
be excavated to -12' NLW and would tie into -16' NLW connecting water depths in the �amlico
Sound.
The channel would be constructed utilizing the NCDOT-Ferry Division owned 12" pipeline
dredge "Manteo". 5upport vessels such as tugs and bazges wouldbe utilized on the water during the
dredging operation to support the "Manteo". The spoil from the dredging operation would be
hydraulically pumped to a 4-acre site of high ground on the adjacent campground property. A berm
to contain the dredge spoil would be conshucted of compacted soil to 12' high, with a 12' top width,
aud 2:1 ratio side slopes. The berm would fully contain the spoil site and would include a metal spIll
gate to control effluent from the de-watering operation of the spoil site. Two 12" diameter discharge
pipes would lead fram the spill gate over tlie`beach and dischazge out into the Pamlico Sound.
Anticipated Impacts
The proposed project would result,in the excavation of approx'vnately 177,000 sq. ft. of sandy,
shallow to semi-deepwater bottom of the Pamlico Sound. No known beds of submecged aquatic
vegetationsxist within the proposed channel extension area, therefore the project is not anticipated ta
'vnpact any submerged aquatic vegetation. Although the azea within the proposed channel is open

to shellfishing,. there.haue been no known commercial shellfishing activities conducted at the site
since at least 1965 when ferry operations began at the Cedar Island Ferry Facility and aze not :
anticipated to unpact shellfishing aetivities ui the future.
The construction of the spoil site and spoil fill disposal will result in appxoximately 172,585 sq.
ft. of high ground fill. Approxiinately 22,450 sq. yds. of sandy spoil would be deposited into the
spoil site from the dredging operation. The spoil site is designed to hold 37,758 sq. yds. ofspoil
material; leaving 15,308 sq. yds..of capacity for overage.
The projeet is not anticipated to impact any Section 404 ar Coastal Wetlands. The temporary
placement of the d�watering pipes is anticipated to cross Zone I and 7one II of the Neuse River
Basin Riparian Buffer Area adjacent to the Pamlico Sound, however, this is currently unvegetated
beach and is not anticipated:to cause any damage to the Buffer Zone;
A localized increase in turbiditiy can be expected during the in-water construction portion of the
project; however, they ue expected to be minimal with the planned use of the pipe dredge "Manteo"
and sandy material to be dredged. Impacts to fisheries resources in Pamlico Sound aze expected to
be minimal. There are no anticipated negafive impacts to the adjacent N:C: Wildlife Resources
Commission boat ramp.
The traveling public is expected to benefit upon completion of: the project by the increase in the
safety .for the ferry passengexs and increase in operabtlity during emergency, evacuations of the
southern Outer Banks due to the increased navigation made possibleby the project: _
