The Division has reviewed your submittal of the No Exposure Certification for Exclusion from NPDES Stormwater
Permitting form, which we received on February 18, 2019. The Division is unable to concur with your certification
of No -Exposure.
Based on an inspection of your facility on March 13, 2019 Mooresville Regional Office staff found that industrial
activities or materials on your site either are exposed, or have the potential to be exposed. DEMLR cannot grant
your requested exemption from permit coverage when industrial activities or materials are exposed or have the
potential to be exposed. Please see attached inspection report.

Inspection Summary:
This inspection was conducted in response to a request for No Exposure Certification. Upon inspection I found that all
materials are not contained indoors including metal scrap recyling trucks and landfill waste trucks that are exposed to
stormwater. Due to the potential for these conditions to impact stormwater runoff from the site, the No Exposure Certification
request has been denied and we recommend that this facility seek coverage under the appropriate NPDES General Permit.
