Dear Ivls. Karoly,
Regarding our conversation over the telephone today, I am addressing the
comments made by Steve Mitchell so the permit application can continue forward. I was
told of two comments which were 1) can the sewer line be moved more perpendicular to
the stream at the road crossing, and 2) is the storm water concentration being adequately
handled.
1) As shown on the enclosed drawing, The sewer crossing at the road is fairly
perpendicular to the stream already. If this line were moved further, the
manhole would be in the proposed 48" Reinforced Concrete Pipe, or the line
itself would under the outlet of the pipe. In addition, the stream that is shown
on the map will no longer be in place at the time of construction. The road
will be filled and the stream will be routed through the 48" pipe. I believe that
the angle of the sewer line to the stream in this area is an unnecessary
consideration considering the road fill and elimination of the stream
altogether.
2) There is a pipe outlet north of the riparian buffer that carries 3 acres of
drainage. The 10 year storm for this outlet returns 14.5 cfs. As shown on the
enclosed drawing and detail, a 20' custom level spreader is designed for this
outlet. The custom level spreader is to be built with a block edge to ensure
even distribution of the flow and avoid erosion of the level spreader itself.
This design exceeds the requirements of the state erosion control manual and
should be more than sufficient here as well.
