Inspection Summary:
On 3/12/18 a routine compliance inspection was performed at the Fremont VWVfP Spray Fields (Permit No. WQ0034102)
by R. Sipe and R. Tankard w/ WQROS-WaRO. Kenneth Stanely, the ORC for the facility, was also present and provided
assistance. A review of record keeping, monitoring, and reporting was performed on this date as well as a walk-through of
the lagoons and spray fields.
Operational logs were reviewed and appeared adequate. The monthly monitoring reports were spot checked againist the lab
reports and irrigation records and were found to be consistent with these data. The NDMRs and NDARs for September and
December 2018 were checked during the inspection.
There was an exceedance of the 2L GW standard for ammonia at MW2 during November 2018. Historically, this well had
high ammonia levels due to the old leaking lagoons. It is located directly south of the lagoons. Previous samples collected
from MW2 since repair of the lagoons was completed contained ammonia below the GW standard. This well is also located
very near the wetlands south and west of the lagoons. WaRO will continue to monitor conditions at MW2 to try to determine
if the Nov. 2018 results may have been influenced by the flooding conditions related to hurricane Florence and tropical storm
Michael during the months prior to the sampling event.
Installation of the new synthetic liners in the two lagoons was completed in Jan. 2018. The lagoons were in generally good
condition; however, small woody vegetation were observed on the outside of the western berm of the lagoons. The ORC was
told that the Town needs to cut this vegetation down before it becomes large enough to impact the structural integrity of the
lagoons.
The southern lagoon had a freeboard of 1.2 feet at the time of the inspection. This is presumed to be related to the high
amount of rainfall that occured during late 2018 and early 2019 resulting in high flows in the Town's collection system and
exacerbated by high flows from Eureka, which limited the Town's ability to send flow out of the lagoons to Goldsboro. Also,
during this time irrigation was constrained by the wet conditions of the spray fields and the requirements of the permit which
restricts irrigation during winter months. The ORC was intsructed to do his best to lower the freeboard in the lagoons as
conditions allow it.
Irrigation was occuring at the time of the inspection and the irrigation equipment appeared to be operating adequately. The
spray fields had an adequate winter cover crop growing. The fields contained several wet areas, presumably due to the high
amount of rainfall that occured in the recent months leading up to the time of the inspection. The ORC stated that he has
been trying to balance the wet conditions in the fields with the need to irrigate to reduce the high freeboard in the lagoons.
Because of the high freeboard in the southern lagoon, the facility is considered non-compliant with Permit # WQ0034102.

Comment: The ORC stated that the disinfection system was changed from gas to liquid chlorine in early
2018. It appears to be operating adequately. The ORC was informed that the Central Office
currently considers this to be a change in treatment that requires a permit modification.
