outfalls shown in the 2011 Master Plan to an extent that appears to be justifiable as a project with independent utility.

Thanks Jeremy. With the goal being to justify that the proposed project has independent utility, the trick for the City will
be to justify that they would construct the western outfall line only to collect from this one service line, irrespective of
Publix. Certainly that would be an easier sell if additional portions of the outfall modeled in the 2011 Master Plan were
included in the proposed project.
Also, make sure that you either eliminate the notes stating "Proposed Route to be permitted by Publix" or restate to
"Proposed Route to be constructed by Publix", since we would be unable to segment out just those portions in Publix's
application; it would all need to be applied for by the City.

Thanks for talking with me on Thursday. Attached is the revised proposed route for the Birch Creek Sewer Outfall. The
2011 Sewer Master Plan shows the outfalls for each basin but it is modeled to include sewer flows from all areas with
population. The master plan just doesn't show the collection lines for each basin. The model includes serving the
residential homes along Spruce Tree Drive. We would like to permit any impacts associated with the service line along
Burlington Road up to Spruce Tree Drive to serve that basin. Please let me know if you have any questions or concerns.

Arcadis is submitting this email to request that the Birch Creek Sewer Outfall to be considered as an independent utility
separate from the Publix development. The purpose of the Birch Creek outfall is to serve the entire basin and to
abandon the Birch Creek Lift Station. The planning efforts to abandon the Birch Creek Lift Station was initially planned
prior to the Sewer Master Plan for the City. In the 2011 Sewer Master Plan, you can see that the proposed sewer outfall
was modeled to serve the entire basin and to allow for the decommissioning of the existing Birch Creek Lift Station. The
route of the proposed outfall is in a similar location if not the same location as the route that was modeled in the 2011
Sewer Master Plan. The sewer basin flow schematic (figure 6) and the Proposed Improvements Overall Map (figure 8)
from the 2011 Sewer Master Plan is attached.
The projected planning period (Y2050) flows for the outfall were modeled in the 2011 Sewer Master Plan and based on
population data (TAZ) from NCDOT. Flows from the Birch Creek Pump Station abandonment to the outfall were
projected to be 0.76 MGD and the projected flow for the proposed outfall downstream close to Knox Road was
projected to be 1.39 MGD. The projected flows at full build out for the area where Publix will sit and surrounding
property south of US 70 were projected to be 0.42 MGD of average daily flow. This only accounts for 30.2% (0.42/1.39)
of the total flow planned for the outfall. The actual flow from the Publix Development will be much less than the
projected flows that were modeled in the 2011 Sewer Master Plan. We do not have the actual flows from Publix at this
time but will forward that information to you as soon as we receive that information from Publix. Attached you will find
a map showing the planning period (Y2050) projected flows.
The Birch Creek Outfall would be constructed by the City of Greensboro without the construction of Publix. The Publix
project only accelerates the timeline for construction.

Purpose & Need and Logical Termini
This memorandum is to outline the proposed Purpose and Need for U-2581BA, which includes the widening
of US 70 to a five -lane facility from Mt. Hope Church Road (SR 3045 /SR 2819) to Birch Creek Road (SR
3175/SR 2826). It is critical that the extents demonstrate a single and complete project and the project meets a
defined Purpose and Need with defensible logical termini to meet permitting requirements of the US Army
Corps of Engineers (USACE).
Project Purpose & Need
Traffic congestion is expected to be a concern along this corridor in the future. At this time, a formal forecast
or traffic estimate has not been prepared for this project with its current extents. However, a review of the
existing AADT's (2016) and the current version of the Piedmont Triad Regional Model (PTRM v.4.2),
indicates that the 1.2 -mile corridor would carry enough traffic in the future to warrant two through travel
lanes in each direction. Preliminary traffic projections indicate a 2040 future year demand of approximately
20,000 vehicles per day (VPD) on this segment of US 70, which would warrant the five -lane section that is
being proposed.
A forecast and traffic capacity analysis were completed in 2011 and 2012, respectively, for the combined
U-2581B/R-2910 project. The results of these technical studies support these preliminary findings at the
corridor level of service (LOS) and intersection LOS level when evaluating a 2035 Build Year, that additional
capacity is needed beyond the existing two-lane facility and that an additional lane in each direction would
meet this need at the desired LOS D or better efficiency.
In addition, a review of PTRM v4.2 does not show a notable change in land use within this segment. Should
the land use be changed from the current low density residential nature it has today to a use with a more
intense generation of daily trips or a notable upwards change in truck percentages, that would further
warrant the need for increased capacity.
Independent Utility
U-2581BA is considered to have independent utility as the usefulness of this project is not dependent on the
construction of any other projects in the area. While US 70 to the east may be widened in the future through
other sections of U -2581B, the BA section, which is a continuation of the existing typical section of US 70 to
the west, will serve a distinct purpose of providing increased future capacity for this segment regardless of
when or if this additional widening takes place.
Logical Termini
The U-2581BA project begins at Mt. Hope Church Road (SR 3045 /SR 2819) and extends to Birch Creek Road
(SR 3175/SR 2826), including some distance beyond Birch Creek Road to transition back to existing
alignment. West of Mt. Hope Church Road the facility is 5 -lane divided, so it is reasonable to begin a

widening effort of the existing 3-lane section at this point. Birch Creek Road is one of the four major cross
streets along U-2581B. The other cross streets (Knox Road and Rock Creek Dairy) represent the other break
points along the corridor resulting in reasonable project lengths for construction. Currently the NCDOT STIP
group is working to update the STIP to reflect these project breaks. See image below.
