Please review the attached design plans and specifications and let us know of any comments you may have. The system to be repaired comprises of an approximately 1,000,00o gallon facultative lagoon and a 450,000 gallon polishing pond followed by chlorine addition and spray land application of treated effluent. As a part of this project, the synthetic liners in both the facultative lagoon and polishing pond will be replaced. In addition, a new spray application field that was previously permitted in 2014 will be constructed. As mentioned in previous conversations with NC DEQ, Division of Water Resources Non -Discharge Branch, the Government plans to keep the treatment system in service during construction. As described in the Sequence of Construction on Sheet CU9o1 of the contract drawings, the construction will be phased so that one of basins will be in service while the other basin is being renovated. During 2017, the average daily influent flow was 11,432 gpd. During the first phase of construction, the lagoon will be taken out of service and the influent forcemain temporarily rerouted to the polishing pond. Considering the 2017 daily influent flow average, this will provide a treatment detention time of 39 days. During the second phase of work during which flow will be redirected back into the relined facultative basin, the treatment detention time will be 87 days. Based on review of design criteria for facultative treatment systems, we expect this temporary mode of operation will produce effluent that will achieve compliance with permit limits. However, in the event that effluent quality is not being maintained, the construction contract will include a unit price for the contractor to pump and haul wastewater to the Cherry Point MCAS wastewater treatment plant. While the lagoon system is in construction, the government will continue to monitor and report all conditions set forth in permit WQ0004240. Sincerely, R. During peak times of the year the average influent flow to the lagoon is roughly 15,000 gpd. In 2017, from May -December, average influent flow to the lagoon was approximately 11,000 gpd. The lagoon liner will be replaced in both the lagoon and polishing pond. This will require each pond to be taken out of service for approximately 6o days during construction. Also, the lagoon spray field will be expanded to nearly twice its current size. In its most recent permit renewal, the effluent flow limit was changed from a maximum daily limit of 18,000 gpd to an annual limit of 6,570,000 gallons per year. This limit allows Bogue to spray apply in excess of 18,000 gpd when necessary since most days the influent flow is much less than 18,000 gpd. By installing a second field, this will allow the facility to drawdown the level in the lagoons when necessary in advance of higher flow periods and/or onset of inclement weather which will limit application. During the last permit renewal, the operation of a new 3.5 acre spray field was authorized, however, the annual application limit of 6,570,000 remains unchanged. 2 ASSUMPTIONS AND DESIGN CRITERIA 2.1 Bogue Lagoon Treatment Facility • Current Permitted Discharge Flow = 6,570,000 gallons/year (average equivalence=18,000 gpd) • Current average daily flow = 11,000 gpd • Nominal volume of Lagoon (normal water)=1,000,000 gallons • Nominal volume of Polishing Pond (normal water)= 350,000 gallons • Disinfection; Design flow rate = 200 gpm, tablet chlorination • Spray field pump station; Design flow = 200 gpm • Current Spray Field Size = 4 acres, to total sprinkler heads • New Proposed Spray Field addition = 3.5 acres, 9 total sprinkler heads 3 EXISTING SITE CONDITIONS The existing site is located at MCALF Bogue, adjacent to the airfield. The wastewater treatment system treats influent from the various buildings located at the landing field. Wastewater is pumped from a nearby lift station through a 4" force main to the rawsewage lagoon. The existing lagoon site is enclosed by chain link fence and is approximately 3.8o acres in area. The majority of the site is grassed, with the exception of the raw sewage lagoon, polishing pond, chlorinator building, and lift station. The site slopes gently away from the top banks of the lagoon and pond (between 6:1 and 12:1 slopes) to each of the corners of the site. The treated wastewater from the lagoons is pumped via force main to an adjacent 4 acre spray field. The spray field is grassed and consists of ten, approximately 70 foot radius, spray areas with sprinklers. An additional 3.5 acre wooded area to the north and west of the existing spray field is proposed for spray field expansion. The spray field areas slope gently to the south west towards Hunting Island Creek. Influent piping in the lagoon located on top of liner will be demolished along with pipe support pedestals. 4.2 New Work Pond Liners and Sequence of Construction Both lagoon liners will be replaced as a part of this project. A gravel underdrain system will be constructed in the bottom of the lagoon and polishing pond for purpose of dewatering soils to provide for proper installation of the liner system. A grid style geo-composite vent layer will be installed for gas venting to prevent floatation of the geomembrane. Finally, the geomembrane liner will be installed. During the construction process, one of the two ponds will remain in service at all times to perform wastewater treatment and storage while work is being performed on the other pond. A modification permit through NC DEQ will be obtained to allow for this temporary mode of operation. Based on facultative lagoon criteria from Metcalf and Eddy, 6o days detention time is preferred for facultative lagoon wastewater treatment. Assuming an average daily flow of 11,000 gpd, a detention time of 40 days will be met by the polishing pond; however, with the addition of a new effluent valve on the discharge line additional freeboard in the polishing pond will be used as needed to increase effective detention time to approximately 55 days and provide for additional storage during inclement weather. At least 18 inches of freeboard will be maintained at all times during this temporary mode of operation. Additionally, a temporary internal baffle curtain will be installed to create a separate polishing zone in the effluent end of the polishing pond. The detention time in the lagoon alone will be nearly 8o days which exceeds the detention time design criteria. If effluent quality in either the polishing pond or the lagoon begins to deteriorate, the reduction of organic loading will be possible through the use of porta johns at strategic locations within the base. Additionally, in the event low dissolved oxygen levels are detected, feed of hydrogen peroxide, calcium nitrate or sodium nitrate will be implemented to increase available oxygen for organic assimilation. If these measures do not prove completely effective, and the effluent quality is not able to meet permit conditions, the contractor will initiate pump and haul of raw wastewater to the WAS WWTP. The lagoon will be taken out of service first and the polishing pond will be used for treatment and storage. The process of drawing the water level down in the lagoon will need to begin go days prior to planned demolition of the lagoon. By discharging 1o,000 gpd more than the average influent flow (total discharge Of 21,000 gpd), it will take roughly 7o days of spray application to draw the water surface level down to within one foot of the bottom of the lagoon. Decant in this lagoon should continue as far as possible without dramatically impacting quality of the discharge to the polishing pond. The Government may want to consider the use of porta johns in strategic areas of high occupancy and other conservation measures that will aid in reducing flows and organic loading to the WWTP during this period and throughout construction. These measures will help reduce the likelihood and cost associated with implementation of pump and haul. Immediately upon mobilization of the contractor to begin work, bypass pumping will be installed to pump influent flow from the existing raw wastewater forcemain to the polishing pond. Any remaining decant will be removed and transferred to the polishing pond to the extent possible without impacting effluent quality in the polishing pond. Any remaining decant will then be hauled to WAS WWTP for disposal. Sludge deposits in the lagoon will then be removed, lime stabilized and land applied to permitted land being used for disposal of sludge from the WAS WWTP. Upon completion of the renovation to the lagoon, raw wastewater will be diverted back to the lagoon and work will be performed in a similar manner on the polishing pond. The sequence of construction as included in the construction documents for this work is as follows: Sequence of Construction and Scope of Work Clarifications Sequence of construction and scope of work clarifications 1. General; the sequence of work described in this section is provided to define general construction sequencing that is intended to minimize the final project cost to the contracting officer while fairly compensating the contractor for actual quantities related to the following activities; • Pumping, transport and disposal of decant from the Bogue WWTP to MCASCP WWTP. • Lime stabilize, haul and land apply liquid sludge onto permitted land application sites. • Address unsuitable soil through insitu lime stabilization or remove/replace. 2. Contractor notification and work responsibilities; contractor shall notify the contracting officer at least (2) weeks before work is to commence within the lagoon. If at this time the contractor officer determines that additional time is needed for the contracting officer to complete the removal of decant from the lagoon to the polishing pond, the contracting officer reserves the right to delay the start of work at the lagoon for up to (6o) days beyond the date of issuance of the notice to proceed. In the event authorization to proceed is delayed beyond this (6o) day period, the contractor shall be allowed one extra day of contract completion time for every day the notice to commence occurs beyond this (6o) day period. For the basis of bid, under no circumstances will work in the lagoon be delayed by the contracting officer more than (9o) days beyond the issuance of the notice to proceed. 3. Start of work; upon receipt of notice to commence work within the lagoon, the contractor shall fully mobilize and begin work in a sequence consistent with following notes/paragraphs. 4. Bypass line installation and decanting of lagoon (Begin Phase I); seven (7) days in advance to installing the bypass line to the polishing pond, the contractor shall install the stilling curtain in the polishing pond and coordinate with the contracting officer for a suitable time that the influent pump station can be temporarily stopped so that the temporary 4" bypass line can be connected to the existing raw wastewater forcemain. Once this is installed, the contracting officer shall be allowed two weeks to divert remaining lagoon decant over to the polishing pond via the lagoon effluent box. Diversion of lagoon decant shall be stopped if polishing pond effluent quality begins to deteriorate and permitted effluent standards cannot be met. once removal of decant by the contracting officer is complete to the extent possible, the contractor shall install plugs in the lagoon effluent box to insure complete isolation of the lagoon, and then pump and haul any remaining decant to MCASCP for disposal into a designated manhole upstream of pump station B4259. The contractor shall pump out sufficient decant such that the remaining deposited sludge is concentrated to a total solids concentration of at least 3%. 5. Removal of liquid sludge from lagoon (Phase I); the contractor shall remove, lime stabilize, transport and land apply deposited sludge in the lagoon onto permitted site(s) being utilized by the cherry point MCASCP WWTP. Compensation for sludge disposal shall be based on a sludge with a minimum 3% total solids prior to lime addition for stabilization. The contractor shall utilize the services of craven agriculture in performing this work to insure all work is performed in conformance with the current land application permit governing the application of sludge being produced at the MCASCP WWTP. 6. Treatment of unsuitable soils and final grading (Phase I); once the existing liner is removed and disposed, the contractor shall install underdrains and pump out any recoverable water and transfer to the polishing pond. Once the soils in the lagoon is allowed at least two weeks to gravity dewater, the soils in the lagoon shall be tested via rubber tire roll testing. Soils that are found to be pumping shall be lime stabilized by applying lime and incorporating by disking followed by recompaction. Unit price to include both removal and place back of unsuitable material and shall be measured based on compacted in-place material. The contractor shall employ the services of a licensed geotech to observe and approve lime stabilization of unsuitable soils or the placement and compaction of offsite soils. Upon the geotech's approval the contractor shall also obtain the services of a qualified representative of the geotechnical membrane manufacture to confirm and approve in writing suitable conditions for proper membrane installation. 7. Membrane installation (Phase I); contractor shall proceed with installation of the membrane liner system in the lagoon. 8. Switchover (end Phase I ,start Phase II); once construction of the lagoon has been completed and approved by the contracting officer, operation of the influent pump station shall be temporarily halted and the forcemain re -connected to the lagoon influent line to restore flow to the lagoon. The temporary forcemain shall be removed. 9. Clean out of polishing pond and liner disposal (Phase II); pump out any remaining contents of the polishing pond (including any residual sludge) and transfer to the influent end of the lagoon. Remove and dispose of the liner and all construction debris such as abandoned components of the bubbler system, floats, cables, vent piping, anchors and any other items that will interfere with the installation of the new liner system. Install 8" gate valve on polishing pond effluent line and install a temporary mechanical plug in the drain line exiting the polishing pond effluent box. io. Membrane installation (Phase II); once the polishing pond liner is removed and disposed, install underdrains, drain soils, address unsuitable soils by lime stabilization or removal and replacement, test roll soils, and proceed with installation of the liner system as noted above for the lagoon. If more than (45) days is required from the time the raw flow is re -diverted to the lagoon until the polishing pond will be ready to be placed back in service, the contractor shall provide portable pumping to transfer lagoon effluent direct to the polishing pond effluent manhole for disinfection and spray application. This transfer shall be coordinated with the contracting officer and flow regulated to maintain a constant transfer rate of Up to 200 gpm. A typical total average daily transfer of 17,000 gpd is anticipated during this period. ii. Place system back into operation (end Phase II); remove all temporary plugs, open 8" polishing pond effluent valve and remove all temporary piping and equipment used for temporary pumping. Proceed with final grading, seeding, site restoration etc, as indicated in the contract documents. Miscellaneous Water service will be provided to both the chlorination building and lift station building. An existing 2" service line (per project "CP9826M REPAIR SEWAGE PONDS BOGUE FIELD" by URS Consultants, dated 5/30/97) in the vicinity of the chlorination building will be tapped, and a 3/4" service will be run to each building. A frostless hose bibb will be provided inside of eachbuilding. 5 IRRIGATION SPRAY FIELD 5.1 Demolition The existing spray field header, isolation valve and buried throttling valves for each header will be demolished as a part of this contract and replaced with a new header and valves. A i5' wide area will be cleared and grubbed for the placement of irrigation lines to the new fields. Currently there are four acres of irrigation spray field that are in service. The four acres consists of two, two acres spray fields. During periods of inclement weather, the irrigation application rate is limited. The addition of another 3.5 acres will allow for reduced surface application rates during these periods. The new spray field area will be cleared and grubbed only along the route of proposed new piping and at each spray header. Low projecting tree limbs within the area of spray influence will be trimmed to provide for more uniform application of wastewater into forested areas. Currently, there are two polishing pond effluent pumps that transfer flow to the irrigation fields for spray application. These pumps are rated for 200 gpm. Currently, the two, two acre fields are operated as independent zones each having 5 irrigation heads. The new 3.5 acre spray field will also be setup in two zones, one with four and the other with five irrigation heads. This will closely resemble the current sprayfield. A new distribution manifold with valves will be installed at the entrance of the existing sprayfield. This manifold will be used to divert flow to any of the four final zones. Two new forcemains will be installed to the new sprayfield for conveyance of wastewater from the new distribution manifold. 6 PERMITTING 6.1 Sedimentation and Erosion Control The disturbed area for the project, including the lagoon lining work and clearing for the new spray fields, will exceed 1 acre; therefore, a Sedimentation and Erosion Control Permit will be required. The project will include the following measures for erosion and sediment control: temporary construction entrance, temporary silt fence, seeding and mulching, and sod. All measures will be designed per requirements set forth in the North Carolina Erosion and Sediment Control Planning and Design Manual. 6.2 Additional Permits A Coastal Area Management Agency (CAMA) Federal Consistency Determination is required. A Stormwater Permit is required — project requires a Sedimentation and Erosion Control Permit and is within one mile of a HQW water body. The built -upon area for the project will be within the 12% threshold for "Low Density" development. A 401/404 Pre -Construction Notification is not required — no wetlands and/or jurisdictional water bodies are being impacted.
