Dear Mr. Doby:
In a letter dated February 21, 2019, additional information was requested in the review of
Southern Soil Builders' land application permit WQ0037135 renewal.
The first item was concerning the concentration of molybdenum the City of Belmont's WWTP.
The reason for the high level of molybdenum is not known and has not been as issue in the past. Only
one land application event took place in the calendar year of 2018. We will monitor the levels of
molybdenum to make sure compliance with regulations.
The second item was with the levels of selenium from the Town of Forest City's WWTP. We
pulled an analysis on 1/28/2019 and the selenium levels where reduced to 21.0 mg/kg. I have included a
copy of this analysis. The reason for the differences in the levels shown between the analysis and the
TCtP are not know since the test where taken at the same time, however where sent to different
laboratories for evaluation. We will continue to monitor this to make sure all regulations are in
compliance.
The third issue is regarding the buffer waivers. Due to the recent change in buffer wavier
requirements and the reluctance of property owners to have a buffer wavier recorded at the register of
deeds. We have removed all buffer waivers from the fields and increased all buffers to 400 feet. I have
included updated maps and an updated land application site certification to reflect the decrease in
acreage.
