Subject: Revised Application for Section 404 Individual Permit and Section 401 Water Quality
Certification for US 158 improvements from I-95/NC 46 in Roanoke Rapids to SR 1312 (St.
John Church Road) in Northampton County. TIP R-2582A. WBS 34472.1.4.
As you are aware, the North Carolina Department of Transportation (NCDOT) proposes to widen US 158
in Northampton County. NCDOT applied for permit authorization under the Clean Water Act in an
application dated February 21, 2019. Further coordination with your office has identified that revisions are
needed to quantify the wetland impacts at Site 6. This letter is provided to specifically indicate those
changes, and appropriate revisions on pp. 2, 3, and 6 of the permit application cover letter. A revised
Wetland Impact Summary Sheet is also attached.
Wetland Site 6 includes a 0.465 acre wetland area inside the interchange loop that is not filled, excavated
or cleared mechanically. However, the impacts to the total site are such that this area will likely also cease
to function as a wetland and therefore considered as a total take. Table 2(from p. 3 of the application) is
revised to include this area under Permanent Impacts.

Summary of Impacts (from p. 2 of the application)
Proposed permanent impacts to jurisdictional areas are adjusted to total 12.66 acres of permanent wetland
impacts, 2,426 linear feet of permanent stream impacts, and 0.43 acre of permanent surface water impacts.
Summary of Mitigation (from p. 6 of the application)
Per the US Army Corps of Engineers, the additional impacts inside the loop at Site 6 will not require
mitigation. Consequently, the project impacts 4.63 acres of non-riparian wetlands and 7.56 acres of riparian
wetlands that will require mitigation as indicated on p. 6 of the application cover letter. The stream impacts
include 810 feet of perennial stream that will require mitigation.
