Explain the purpose of the proposed project:* The purpose of the proposed project is to stabilize eroding banks and provide a stable channel pattern, profile and dimensions. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project will consist of installing a bankfull bench, coir matting, live staking and planting on the Carpenter's side of the channel. This work can be completed using mini excavator or a mid size 25,000- 29,000 Ib excavator and bob -cat. Existing foot bridge has a support post located in the center of the channel, which has cause over widening and extreme stress on the banks. The support post will be moved as far as structural possible, with existing beams, to the side of the channel. Proposed plan is to construct the vane using a log located on neighboring property. 9 that becomes unavailable class I and II Rip rap will be brought in to construct the vane. The bank on the Som's side of the channel will be minimally modified, to achieve stable dimensions. 4j. Please upload project drawings for the proposed project. Comments: S1 is a correction of pattern. Existing stream length is 118', new channel pattern will be 116' resulting in a net loss is 2' of stream length. S2 is a correction of width which will be for the new channel length of 116' feet; the width correction will include fill in the channel and will be a permanent impact. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The existing conditions of the bed and bank material were taken into consideration during the planning and design of the project. The stream will be pumped around during placement and matting of fill material. In areas where the channel is impaired corrections of pattern and over -widening will be made. All areas impacted will be buffered with native vegetation. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Only what can be stabilized at the end of the day will be disturbed. Weather will be monitored so that construction does not take place when precipitation is anticipated. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r^ Yes r No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Only 118 ft of stream will be permanently impacted. That impact is to repair damage due to bridge post placed in center of channel. Post will be moved as far as possible to the side of the bankfull bench. F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan 1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules? r Yes r No If no, explain why: Project does not include development, only bank stabilization/restoration. 2. Stormwater Management Plan 2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?* r Yes r No 2b. Does this project meet the requirements for low density projects as defined in 15A NCAC 02H .1003(2)? r Yes r No Comments: The project does not include development, as such no additional impervious surface will be added to the watershed. G. Supplementary Information 1. Environmental Documentation 1a. Does the project involve an expenditure of public (federal/state/local) funds or the use of public (federal/state) land?* r Yes r No 1b. If you answered "yes" to the above, does the project require preparation of an environmental document pursuant to the requirements of the National or State (North Carolina) Environmental Policy Act (NEPA/SEPA)? * r" Yes r No Comments:* Both John Som and Margaret Carpenter are participating in the Mecklenburg Soil and Water Conservation District's Urban Cost Share Program. The landowners are provided with a design from the agent/design engineer and contract with a private firm to install the project. Upon inspection and approval that the practice has been properly installed by the design engineer, the landowners are reimbursed 75% of the costs. 2. Violations (DWR Requirement) 2a. Is the site in violation of DWR Water Quality Certification Rules (15A NCAC 2H .0500), Isolated Wetland Rules (15A NCAC 2H.1300), or DWR Surface Water or Wetland Standards or Riparian Buffer Rules (15ANCAC 2B.0200)?* r Yes r No 3. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality?* r Yes r No 3b. If you answered "no," provide a short narrative description. Site is already fully developed so no additional development is planned for the area. 4. Sewage Disposal (DWR Requirement) 4a. Is sewage disposal required by DWR for this project?* r Yes r No c NVA 5. Endangered Species and Designated Critical Habitat (Corps Requirement) 5a.
