On February 13, 2019, Brandon Wise, Seth Titley, and Dylan Reinhardt inspectors with
the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy,
Minerals, and Land Resources met with you at the facility located at 121 Anderson Road, in
Rural Hall to conduct an inspection to determine the status of the site and inspect for potential
need of a stormwater permit The meeting consisted of discussion about how to get covered,
what coverage entails, and a site review to locate potential outfalls. The inspection was also
conducted as part of NCDEQ's mission to ensure all sites that require permits are covered by the
correct permits.
Permit:
This facility is a large pallet and mulching company where pallets are refurbished and
some are mulched and dyed. The process of mulching and storing of large amounts of mulch
does fit the requirements of NCG21 general permit. This permit covers industrial activities
related to Lumber and Wood Products, Except Furniture [SIC 241 and does include chip
mills and mulching operations that store large amounts of mulch for extended periods of time
This permit requires visual monitoring at outfalls and analytical sampling lbr `Total Suspended
Solids (TSS) and Chemical Oxygen Demand (COD).
Site Conditions:
The overall conditions at the facility are good. Mr. Scott showed NCDEQ inspectors
around the facility and had already installed some stormwater control measures at the facility.
The eastern portion of the facility has the office and large amount of pallet storage. Most of the
pallets stored on this side of the facility are very clean and are either waiting to be removed from
the site or in the process of being refurbished. The overall cleanliness of the eastern side of the
facility is good, some wood debris could be seen around the facility, but overall given the
volume of work done it was very clean. The stormwater from this side of the facility would run
to a holding basin installed near the eastern side of the middle entrance of the site, this outfall
would need to be monitored and sampled however the possibility to remove it from sampling

would exist in the future. The western side of the facility is where the mulching operation is
located .Iihere are also some pallets stored on this side of the facility but it appeared as though
most of these pallets were being stored prior to getting mulched. There were some drums that
once held dye stored around the site, they were empty but should be covered to reduce the
potential impacts. The western side of the facility drains to two different outfalls, one on the
western side of the middle entrance and one by the western most entrance. The outfall by the
western side of the middle entrance comes from mulching operations and runs down a ditch to a
holding basin before discharging down another ditch line to the outfall. The outfall by the
westernmost entrance also comes from the mulching operations and discharges from two holding
basins. Both of these outfalls would need to be monitored and sampled. The possibility exists
that with these holding bashes lie ig installed as they are there would be timited dkc[tatcgo as t1w
basins appear to be installed in a way to limit stormwater from leaving the facility. An
observation noted by NCDEQ while on site is that there is storage of empty totes, used as
garbage cans, by the westernmost entrance, these should be moved to a location that reduces
their potential impact and moves them out of sight from the general public. A map with these
general outfall locations is attached to this report
Effluent Receiving Waters:
Fffluent from this facility drains into Beaver Dam Creek, class "C" waters of the Yadkin
Pee -Dee River Basin.
Other Permit Requirements:
A Stormwater Pollution Prevention Plan (SWPPP) is required by Part II, Section A of the
NCG210000 permit. The SWPPP should be facility specific and follow the requirements as
stated in the permit. The SWPPP is to be inspected by facility personnel to ensure it is correct
and updated annually to show any.updates to the facility conditions. All sampling records are to
be kept with the SWPPP for inspection by NCDEQ personnel during an inspection.
This facility also has holding basins installed and NCDEQ was informed that there is
potential for more to be installed. These basins would generally reduce the amount of
stormwater discharge from the facility but should be inspected regularly to ensure potential
pollutants are not overtly noticeable in the basins.
Conclusion:
Given the timeline of permit requirements and permit application, NCDEQ will not
require sampling to begin until the July -December period of 2019 following application by A &
J Pallets. NCDEQ personnel did make the observation that Mr. Scott was willing to work with
NCDEQ and some guidance was requested. Brandon Wise or Seth Titley should be contacted if
guidance is needed during the application period, NCDEQ thanks Mr. Scott for being willing to
work with us to get under the proper permit. The Notice of Intent form is attached to this report
