Payment into a private buffer mitigation bank is proposed. The impacts could not be avoided due to safety vehicle turn around requirements. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The developer hired S&EC to delineate all wetlands, streams and Neuse Buffers on the property. This designer then used this information to try to avoid impacts to the greatest extent possible. Those impacts that could not be avoided were minimized. Minimization efforts included the use of headwalls at the stream crossings and retaining walls elsewhere. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: An erosion and sediment control permit and construction stormwater permit will be obtained prior to land clearing in an effort to protect downstream waters during construction. A post -construction stormwater management plan will be approved by the Town to treat runoff from impervious surface and protect downstream voters post -construction. 2.
