Box 995 Pender Cou ty Utilities 'nmpQnamy Burgaw, NC 28425 Phone - 910.259.1570 Fax - 910.259.1579 February 27, 2019 RE: Maple Hill WWTF Permit#WQ035049 NOV-2019-PC-0042;NOV-2019-PC-0043; NOV-2019-PC-0044; NOV-2019-PC-0045; NOV-2019-PC-0046; NOV-2019-PC-0047 Response Ms. Morella Sanchez-King, Acting Regional Supervisor NCDEQ-Division of Water Resources 127 Cardinal Drive Extension Wilmington,NC 28405 Ms. Sanchez-King, I have investigated the missing NDMR and NDAR-1 reports for the Maple Hill WWTF from May 2018 through October 2018 as referenced in the Notice of Violation dated January 28, 2018 (NOV tracking numbers referenced above). Pender County Utilities had an internal communications breakdown following various staffing changes, which resulted in our failure to submit the required reports to the Division of Water Resources. One of our previous Interim Directors had been ensuring the reports would be submitted on-time. It appears that he intended to pass this responsibility on to his successor(another Interim Director),but it did not get properly communicated. When I learned of this oversight in December, I assigned it to be resolved by a staff member, but they did not follow-up and are no longer employed with Pender County Utilities. Our staff continued to collect all the necessary data during this period and have now submitted all reports that were due through February 28, 2019 (including the November 2018 and December 2018 reports). These reports were mailed this morning,with a USPS tracking number of 9505 5121 9722 9058 1340 00, and an expected arrival on Friday, March I" in Raleigh. I also have scanned copies of all the reports, which I can email to you directly if necessary. We did have 2 months of non-compliance, which are reflected in the reports submitted. In July 2018, we had a high BOD measurement in our effluent due a to high BOD in the influent. In November 2018, we had high effluent measurements for BOD and TSS due to issues with our UV system which have been corrected. I apologize for this oversight. I have discussed this issue with PCU staff and have enacted protocols to ensure that the reports are submitted on-time in the future.
