Goss Environmental Senior Specialist Division of Water Resources Raleigh Regional Office 3800 Barrett Drive Raleigh, NC 27609 919-791-4256 RE: Layhill Estates -Outfall permit in Neuse Riparian Buffer(C&R) Comments from Stephanie Z. Goss, DWR: IC ENGINEERING I N C I am currently in the process of reviewing the above referenced project and the following information is required in order to finish the review process: • The buffer impacts requested in this application need to be clearly shown and enumerated on the site plan. These impacts need to correspond and match the impacts requested in the application. [ 15A NCAC 02H .0502(g)] • A Buffer Impacts plan sheet has been attached to this Comment and Response Letter. These impacts correspond and match the impacts requested in the revised application. (Also attached) • Please provide details that nutrients are reduced before the conveyance discharges through the buffer. According to sheet no. C-5.2 the drawing depicts the proposed SCM as dry detention. According to the Neuse River Basin table of uses, new stormwater outfalls that do not provide control for nitrogen are prohibited. [I 5A NCAC 0213 .0233 [6)] The Stormwater Design spread sheet from wake county(WakeCountyStormwaterDesignTool)that shows the nutrient removal, has also been attached. • According to sheet no. C-6.00 I noticed an onsite septic area in Zone 2 of the riparian buffer. According to the Neuse River Basin table of uses, new on-site sanitary sewage systems that use ground absorption are prohibited in the riparian buffer. [ 15A NCAC 02B.0233 [6)] • I have plotted a septic sheet(c-6.0) attached. with the Swift Creek Water Supply Buffer layer turned off, showing the 50'(zone 2) NRB , and I don't see anything related to the comment above.
