In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,
Morehead City Terminals, LLC
is hereby authorized to discharge wastewater from a facility located at the
NC State Port
100 Terminal Road
Morehead City
Carteret County
to receiving waters designated as the Newport River in the White Oak River Basin in accordance with
effluent limitations, monitoring requirements, and other conditions set forth in Pam I, II, III and IV
hereof
This permit shall become effective September 1, 2002.
This permit and authorization to discharge shall expire at midnight on July 31, 2007.

SUPPLEMENT TO PERMIT COVER SHEET
Morehead City Terminals, LLC is hereby authorized to:
1. Continue to operate a settling system for runoff from bulk storage of materials such as
wood chips, crushed stone and steel stag. The system has the following components:
♦ Settling basin with a screen, flume and a continuous flaw meter
♦ Settling basin with a sump pump
The facility is located at the NC State Port in Morehead City on Terminal Road in
Carteret County.
2. Discharge from said treatment works at the location specified on the attached map into
the Newport River, classified SC waters in the White Oak River Basin.

1. The turbidity of the effluent shall not cause turbidity in the receiving stream to exceed 25 NTU. If the ambient turbidity
instream exceeds 25 NTU, the effluent shall not cause any increase in turbidity in the receiving stream.
2. The pH shall not be less than 6.8 standard units nor greater than 8-5 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
The commercial product "Cartapip" has been approved for use by the Aquatic Toxicology Unit.

PART IV - EVALUATION AND RECOMMENDATIONS
This section of the State Port stores mainly pine and hardwood chips exported
as needed by ship. Recently the company has decided to store steel slag and
washed stone also. The potential impact of the materials was studied and
approved in August 2001 with a resulting increase in turbidity monitoring from
annually to monthly. No changes are recommended from the current monitoring
schedule.
Stormwater is discharged from the East yard (5 acres: 0.25 acre steel slag, 2
acres stone, the remainder wood chips), the West yard (12 acres wood chips),
and various asphalt roadways and parking lots. The East Yard has a settling
basin and discharges into outfall 001 as indicated on the attached map. The
West basin discharges at outfall 002.
The facility is deficient in several permit effluent monitoring requirements and
will be addressed in an inspection report. The East settling basin water was
found to be relatively clear and no visible sheen was present.
It is recommended the permit be reissued to Morehead City Terminals in
accordance with the White Oak River Basinwide plan.
