the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I

Project Narrative
Bennett Village Apartments

The 11.35 acre project area is located east the intersection of SR 1521 (Piner Road) and US 421 (Carolina Beach
Road) in an unincorporated portion of New Hanover County, NC. The site is zoned O & I. Proposed improvements
are consistent with this zoning and New Hanover County Special Use Permit S18-01.
The Developer intends to build a mix of 11 2, and 3 bedroom apartment units on a 7.0 acre site located on the
north side of the project area. Remaining parcels along Piner Road are to be developed at a future date. Site
improvements --including access, utilities, and stormwater--will are designed to accommodate the entire 11.35
acre project area at buildout.
The site is presently vacant and is vegetated with a stand of typically 10" - 20" pine trees. A few significant trees
are to be removed and mitigated with onsite plantings. The site drains to an existing system of roadside ditches
and culverts in Piner Road.
Access to the site is proposed by a single full -movement driveway off of Piner Road (SR 1521). Internal drive aisle
widths are sufficient to allow fire apparatus access and a hammerhead type turnaround area is provided. The
drive aisle pavement section is to be constructed to NCDOT standards.
Public utilities will be extended through the project by tapping existing CFPUA water mains in Piner Road and
Wood Duck Court and coring an existing CFPUA manhole in Wood Duck Court. The apartment buildings will be
served by extending private water and sewer mains off of the proposed public mains.
There are 72 proposed apartments units consisting of (12) 1 bedroom units, (36) 2 bedroom units, and (24) 3
bedroom units. Water demand on the private main is calculated as 400 GPD per unit = 28,800 GPD. Sewer flow
tributary to the private main is calculated as 240 GPD per 1 or 2 bedroom unit and 360 GPD per 3 bedroom unit =
20,160 GPD. Sewer services are proposed directly off the public main for 2 parcels totaling 4 acres which are to be
developed in the future. Additional sewer flow allocation for these parcels is calculated as 880 GPD per acre =
3,520 GPD. An additional service off the public main for the clubhouse is provided. Clubhouse use is limited to
apartment residents and guests and flow for this facility is included with the private allocation. Portions of the
proposed sewer between SSMH 1 and SSMH 2 are located within 50' of wetlands. This leg of sewer shall be
constructed of materials meeting water main standards (AWWA C900 DR 18 PVC).
Stormwater runoff from all BUA will be collected and conveyed to an NCDEQ wet pond designed to treat and
release the 1.5" storm in 2-5 days. This NCDEQ treatment volume is released at a rate that does not exceed the 1
year, 24 hour predevelopment runoff rate. Runoff in excess of the NCDEQ design storm up to the 25 year storm is
detained and released at a rate which does not exceed the predevelopment rate. The treatment and detention
capacity of the pond --as well as the capacity of tributary conveyances —are designed to accommodate future
improvements from 4.3 acres along Piner Road which are labeled as "Future Development" on the plan.
Erosion control is accomplished through the temporary use of a gravel construction entrance, silt fence, and
hardware cloth and gravel inlet protection. The stormwater pond will be used as a skimmer basin during site
construction and will be converted to a stormwater basin once the site is stabilized. Riprap aprons will be installed
and left in place at all pipe outlets.
