Dear Mr. Dickens:
This letter is in follow-up to the NPDES Stormwater Permit Compliance Inspection conducted on
March 22, 2012. Linda Wiggs and 1, Asheville Regional Office/Division of Water Quality
(ARO/DWQ). appreciated Nick McCracken's assistance during the inspection (as well as Jim
Giaque and yourself). The facility was found to be in compliance with permit NCS000105.
However, as we discussed after review of the facility, ARO/DWQ recommends the following:
Better housekeeping and maintenance should be performed at SDO-8 to ensure that coal
dust residue does not discharge during storm events.
• Sediment should be removed from SDO 6-4 to increase detention time, which should lead
to better TSS results.
Enclosed is a copy of the Compliance Inspection Report, which contains additional observations
and comments for your reference. ARO/DWQ will continue to work with Evergreen during the
renewal process for the permit, which expires July 31, 2013.

Inspection Summary:
The individual stormwater permit includes outfalls at the paper mill and outfalls at the landfill. There are 9 stormwater
discharge outfalls (SDOs) at the mill and 18 SDOs at the landfill. During the previous permitting cycle, Evergreen was
given representative outfali status (ROS) on several outfalls. Currently, Evergreen is monitoring SDOs 1-9 at the mill and
SDOs 6-4 and 6-10 at the landfill.
This permit is also unusual in that Camp Branch runs through the north side of the plant and Mingus Branch runs through
the south side of the plant (and Evergreen is required to monitor upstream and downstream of these branches). The
Pigeon River bisects the mill, but is bermed on both sides and has no outfalls other than those identified.
At the landfill, many outfalls are in stabilized drainage areas (and DWQ agrees with the ROS for those); SDO 6-4 and
SDO 6-15 appear to comprise the most active areas.
SDO 6-4 captures the entrance area of the landfill (and TSS values have been elevated in the past). At the time of the
inspection, the basin appeared to have an amount of sediment (and Evergreen was aware that it would be prudent to
remove the sediment and obtain greater detention). The ARID will recommend that this SDO continue to be monitored
with the upcoming permit renewal.
SDO 6-10 generates from a stabilized area near the leachate lagoons (which are pumped to the WWTP). DWQ will
recommend that analytical monitoring be suspended at this outfall upon the next permit renewal; due to this area being
stabilized, flow does not occur regularly.
SDO 6-15 encompasses the landfill cell currently in use. DWQ recommends that Evergreen begin analytical sampling
(qualitative sampling is being performed now) at this outfall. ARO/DWQ will recommend that this outfall be designated as
a Representative Outfall for qualitative and analytical sampling during the upcoming permit renewal.
Evergreen is aware that the area near SDO 6-17 and -18 is in need of maintenance (some rills and bare spots as this is a
newly planted area and just recently covered).
At the mill, much of the exposure area for the entire process plant, the WWTP, and the chip pile drains to the storm sewer
and is routed back to the WWTP. The drainage areas that don't drain to the storm sewer system are designated as
SDOs.
AROIDWQ will recommend that SDO-9 be elimated (it encompasses only a parking area).
SDO-8 needs maintenance and better housekeeping practices. At the time of the inspection, there appeared to be
pathways in which coal/dust migrated directly to the drop inlets and out SDO-8. This could ultimately contribute to
adverse color and elevated TSS levels. The access road near this area was also experiencing some erosion which
should be corrected.
DWQIARO will discuss the need for monitoring of SDO-14 upon permit renewal. This outfall does not experience flow.
DWQ/ARO will work with Evergreen during the permit renewal process. DWQ will evaluate this permit to ensure it is
consistent with similar permits. Evergreen may wish to do preliminary monitoring on Mingus Branch for COD (and
continue with TSS).

Comment: There was some confusion regarding the Representative Outfall Status of
various outfalls. This ROS was determined during the last permit renewal (and the ARO
appears to not have been included in those determinations - and ARO records for this

Blue Ridge Paper Products Inc. is in receipt of your letter of August 6, 2009. Please be advised
that Blue Ridge Paper was issued an individual NPDES permit, NCS0000105 (the "Permit"), to
discharge stormwater from the Canton Mill, including the # 6 landfill. The permit was issued on
July 14, 2008. Blue Ridge Paper has completed the monitoring required by this permit to date.
The Permit itself has requirements more stringent than the general Phase 11, post -construction
permit.
The # 6 landfill was initially permitted in 1984. Blue Ridge applied for and received
authorization to begin construction of Cell 6A at the landfill this summer. The erosion control
plan submitted to Haywood County was only for the work to be completed in connection with
Cell 6A. Blue Ridge believes it is exempt from the requirement to apply for and obtain a Post -
Construction Stormwater Permit.
