inform the Facility Manager of our findings by forwarding a copy of the enclosed report.
It is requested that a written response be submitted to this Office by November 2, 2010, addressing the
discrepancy noted in the Analytical Monitoring Section of the attached report. In responding to this report,
please address your comments to the attention of Ms. Marcia Allocco.

Comment: The facility's Stormwater Pollution Prevention Plan (SPPP) was organized
and well maintained. The SPPP was last updated in March 10 and employee training
was last performed on 4/21/10. The facility has also implemented a Spill Prevention
Control and Countermeasure (SPCC) Plan.

Comment: The last analytical monitoring event was performed on 2/9/10. The on -site
laboratory (#217) and the contracted services of Pace Analytical Services, Inc.
(Cerification #12 and 40) provide analytical support. The stormwater pH analyses were
performed outside the 15-minute holding time requirement. The facility staff must
ensure all stormwater pH samples are collected and analyzed within 15 minutes.

Comment: The facility staff evaluate six stormwater outfalls (3A, 3F, 5, 8, 9, 10). No
discharges were observed at any of these outfalls. Outfalls 3A and 8 are equipped with
valves to contain any potential spills and/or discharges. The stormwater runoff from the
industrial activities associated with the two on -site tenants is conveyed to the
wastewater treatment plant for final treatment/disposal. The stormwater outfalls were
last evaluated for the presence of non-stormwater discharges on 3/11/10.
