VAN DER VAART Secretary TRACY DAVIS On Match 24, 2016 Glen White of the North Carolina Department of Environmental Quality — Minerals & Land Resources met with you at the subject facility located at 225 Equity Road in Reidsville to conduct a compliance inspection per the facilities Industrial Stormwater Permit requirements. Your cooperation and assistance with the inspection were greatly appreciated. Findings are addressed below: . Permit: This facility, holds Individual Stormwater Permit NCS 000030 to discharge stormwater from industrial activity under the National Pollutant Discharge Elimination System (NPDES). A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review at the time of this inspection. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part Il, Section A of the permit. The inspector reviewed the SPPP and found it to be up to date and current. No spills are reported and training is conducted as required. No deficiencies noted. The facility has been waiting to receive the renewed permit from Raleigh. The current one is expired but fees have been paid and site is current. Operation to continue under expired permit requirements until the new permit is issues. Facility Site Review: Air products produces liquid oxygen, liquid nitrogen and liquid argon by compressing air from the environment. A small amount of trace gases is removed and is returned to the air. The liquid gases are sold for use in a variety of manufacturing, construction and business trades. No spills are noted. If there ever were a spill, the gases would evaporate instantly and return to the air. The facility was very clean and well maintained. All storage tanks, have appropriate secondary containment or are double walled. State of North Carolina 4 Environmental Quality I Energy, Mineral and Land Resources 450 Hanes Mill Road — Suite 300 Winston-Salem, NC 27105 (336)776-9500 If Effluent Receiving Waters: Effluent from this site drains to an unnamed tributary of Little Troublesome Creek, Class "C" nutrient sensitive waters of the Cape Fear River Basin via two outfalls. Both outfalls were observed by Mr. Mitchell and the inspector at the time of inspection. Both were dry and clear of debris or obvious contamination. Self -Monitoring Program: This facility is required to perform both qualitative and analytical monitoring twice annually per permit requirements. Air Products has been monitoring as required and documents appear to be complete and up to date. All sample results are well with in required parameters. No deficiency noted. The facility was found to be compliant with its industrial stormwater permit requirements. Your assistance and cooperation was greatly appreciated. Inspection findings are summarized below. The facility is located at 225 Equity Drive in Reidsville, North Carolina. Stormwater related to industrial activity is discharged from the site to an unnamed tributary to Little Troublesome Creek, which is currently classified as Class C, nutrient -sensitive waters in the Cape Fear River basin. Documentation and Monitoring Review The Stormwater Pollution Prevention Plan (SP3) is complete and current. Refresher training for staff is conducted yearly and is part of new hire training. Training records are maintained in a computer based system. Qualitative and analytical monitoring has been conducted as required and no problems have been encountered. The Air Products & Chemicals facility has two Stormwater Discharge Outfalls (SDO), but they have permission from this Division to monitor only outfall 001 as representative. Representative Outfall status was granted via a letter dated February 1995. Qualitative monitoring is required at both outfalls. Facility Site Review The facility is extremely clean and well maintained. All storage tanks have appropriate secondary containment or are double walled. The vehicle maintenance area was very clean with little to no oil residue present in the work area. Outfall 001 has significant erosion and down cutting in the discharge channel leading to the receiving waters. Mr. Thomas suggested bracing the end of the pipe for added support and adding rock riprap to the high energy area. It appears from our records that there was a miscommunication between Air Products and Chemicals Inc. and the contract laboratory that performs this service. The oversight was not discovered and had continued on subsequent sampling events. I apologize for the inconvenience. The 2005 basin plan information is still relevant. This watershed is also classified as nutrient sensitive waters, which flow into Jordan Lake. There is a need to reduce nutrient runoff from this watershed. The ambient data indicate relatively high levels of nitrogen and phosphorus in this stream at station 80160000 (Little Troublesome Creek at SR 2600 near Reidsville). The facility is located at 225 Equity Drive, in Reidsville, Rockingham County, North Carolina. Stormwater related to industrial activity is discharged from the site to an unnamed tributary to tittle Troublesome Creek, which is currently classified as Class C, nutrient -sensitive waters (NSW) in the Cape Fear River basin. Documentation & Monitoring Review 3. The Stormwater Pollution Prevention Plan (SP3) is complete and current. The only discrepancy noted was that stormwater training is currently being done every five years, rather than every year as required by the permit. Please begin yearly training as soon as possible and document as required. 4. Qualitative and analytical (Q&A) monitoring has been accomplished as required and no problems have been' encountered. There are only two SDOs, but Air Products has permission from the. Division to monitor only outfall 001 as representative. Permission was granted via DWQ letter dated February 1995 and letter is on file in the WSRO. Qualitative monitoring is required at both outfalls regardless of representative outfall status. (Air Products) plans to modify its air separation facility located in Reidsville, Rockingham County, North Carolina. The modification will expand the liquid nitrogen production with the addition of a liquefier cold box, a make-up/recycle compressor and replacement of the existing main air compressor with a larger capacity unit. The industrial gas manufacturing process includes compressing and liquefying the incoming atmospheric air stream and then distilling the liquefied air into its principal components: oxygen, nitrogen and argon. The equipment used in the air separation process includes compressors, expanders, heat exchangers, a distillation column (cold box) and other miscellaneous equipment. Atmospheric air is the only raw material used in the process and this operation is one of physical separation, rather than chemical change. Stormwater associated with the existing facility operations are discharged under Permit No. NCS000030, issued by NCDENR Division of Water Quality. Referenced under Part III, Section E "Reporting Requirements", Item 5 "Planned Changes", the permitee shall provide notice to the Director as soon as possible of any planned changes at the permitted facility which could significantly alter the nature or quantity of pollutants discharged: No new chemicals will be introduced as a result of the proposed facility modification. Only aggregate aboveground oil volumes will increase slightly due to the addition of new compressor operating systems, thereby requiring modification and recertification of the Site's SPCC/SWPP Plan. Stormwaters associated with these new operating systems will be treated via the oil/water separator 1� prior to Site discharge. It is not expected that the constituents/quality of the Site's storm_water discharge will be altered in any way with the increased nitrogen production.
