An inspection of the Global Nuclear Fuel Americas LLC facility located on Castle Hayne Road in Wilmington was conducted on
July 20, 2010. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations
specified in NPDES Permit No. NCS000022. The facility appears to be implementing an exceptional Stormwater Pollution
Prevention Plan (SP3). The implementation of the SP3 is evident based upon the site inspection. Should you have any questions or

Comment: The SWP3 is excellent. The plan has identified areas requiring additional
BMPs, both structural and non structural that have been implemented since the last
inspection. The plan also identifies other BMPs (structural) that should help enhance
the stormwater quality. It is evident that the plan is implemented. All components of the
SWP3 required by the NPDES permit are included in the site plan and are. addressed in
a meaningful way. This is the best SWP3 to date, reviewed by this inspector.

A site visit was made on September 15, 2004, to discuss renewal of the subject permit and for the
performance of a compliance inspection. A very helpful discussion and presentation were held in the office,
followed by a tour of the site. The Stormwater Pollution Prevention Plan was well prepared and appears to
have resulted in systematic improvements on the site. A review of the analytical and visual monitoring results
indicates that the gathering and management of data is well organized and the values are compliant. The Site
Drainage and Significant Materials Map and accompanying tables are well organized and very helpful. This
was a useful tool during the site visit and was found to be quite accurate.
The outfalls were found to be generally well identified with signs. Staff members will improve the signs
at one outfall. One area of note is the Scrap Metal Dumpster, identified as Source 9C within the Outfall 9
drainage area. it is exposed to rainfall and receives assorted scrap metal including pumps and motors with
visible lubricant. An oily discharge was not observed but alternatives for eliminating this exposure should be
considered. Overall, the site appeared to be generally well managed. It is clear that the company has
challenged staff members to be observant and has empowered them to make improvements to reduce impacts
from stormwater runoff.
You and your staff have been helpful in support of the permit renewal. You will receive a Draft Permit
for review during the public notice period, prior to reissuance of the permit. Please call me if you have
questions or wish to discuss this matter further.
