Wilson County
On August 16, 2011, 1 conducted a compliance evaluation inspection of the subject facility. Your
time and assistance with this inspection was greatly appreciated. Below is a list of recommendations
and findings developed from the inspection:
The subject permit was reissued and became effective September 1, 2010 and will expire
August 31, 2015. Changes to the permit include lowered benchmark value for Total
Recoverable Zinc and additional monitoring for COD and TPH. The new benchmark value for
Zinc will be effective beginning Year 3 Period 1. Exceedances of benchmark values require the
increased monitoring, management actions, record keeping, and 1 or install stormwater Best
Management Practices (BMPs) in a tiered program. Monitoring for TPH has replaced Oil and
Grease. There are no other major changes to the permit.
2. The facility manufactures rubber for tire and inner tube production. All manufacturing takes place
inside the facility. The solvent unloading and storage areas and process oil unloading area are
covered and diked. The process oil and lube oil storage areas are covered and diked. All onsite
generators have doubled wall fuel containment tanks. All vehicle maintenance takes place in a
building. Used oil is recycled on site.
3. Stormwater drains into two distinct drainage basins: the northwestern and northeastern half of
the property drains into a unnamed tributary (UT) to White Oak Swamp (Tar -Pam River Basin)
East Outfall; and the southwestern half of the property drains into a unnamed tributary to
Toisnot Swamp ( Neuse River Basin) South Outfall.
a) East Outfall: stormwater runoff from the northern half of the property flows into a
drainage ditch that conveys to two storm water retention ponds in series. Each pond
contains an oil boom to capture any oil that may be floating on the water. There was no
indication of sheen on the surface of the water and the water appeared clear at the
discharge outfall.
b) South Outfall: stormwater runoff from the vehicle maintenance area, used waste oil 1
sludge storage tanks, and lube oil storage, is routed to underground storm drains then
to a common drain pipe. Surface stormwater from the parking lot area and drainage
ditches beside the railroad tracks flow into drainage ditches. The ditches have been

ditches drain into one ditch and combine with the flow from the underground drain pipe
which is designated the South Outfall. The location of this outfall was changed March
10, 2010 which previously was located further up the drainage ditch toward the gate
house. Water in the ditches and the small UT appeared clear.
4. The review period for analytical and qualitative monitoring is August 011, 2009 through June 27,
2011. The parameter zinc -was above the benchmark value at the East Outfall one time and
above the benchmark value at the South Outfall 3 consecutive times. A Best Management Plan
(BMP) was implemented to identify and eliminate potential sources of Zinc. BMPs that have
been completed include installing a baghouse on the 621 mixer emission which was determined
to be an uncontrolled emission point of dry chemical handling. Rip -rap was installed in the south
drainage ditch to settle more solids thereby reducing zinc and Total Suspended Solids (TSS).
The facility is also proposing to install fabric filters over fan screens in the fan exhaust system
located in the mixing and receiving department to further reduce zinc emissions.
5. There has been one spill during the review period. A tote that was 75% full, consisting of
drainage from an oil / water separator, ruptured after it fell frorn a pallet August 15, 2011.
Trained staff initiated a spill response plan immediately. Staff completes an awareness program
annually on safety and clean-up procedures.
6. The stormwater permit was available for review and contained all permit requirements. The plan
is updated annually. All aspects of the stormwater management plan were up to date.

Dear Mr. Hargens:
On September 17, 2009, Mitch Hayes of the Raleigh Regional Office conducted a compliance
evaluation inspection of the subject facility. I would like to thank you, Leslie Pearce, and Joel Lee for
your time and assistance with this inspection. Below is a list of recommendations and findings
developed from the inspection:
1. The subject permit was modified and reissued for a name 1 ownership change March 11, 2009
and will expire June 30, 2010. Request for permit renewal must be made within 180 days of
permit expiration date.
2. The facility manufactures rubber for tire and inner tube production. All manufacturing takes
place inside the facility. The solvent unloading and storage areas and process oil unloading
area are covered and diked. The process oil and lube oil storage areas are covered and
diked. All onsite generators have doubled wall fuel containment tanks. All vehicle maintenance
takes place in a building. Used oil is recycled on site. The tire shredding operation that was
not included in the Stormwater Pollution Prevention Plan (SWPPP) has been moved off site.
3. There are two outfalls for the facility, Stormwater Discharge Outfall (SDO) #1 (the East Outfall)
and SDO #2 (South Outfall). SDO #2 receives stormwater flow from the gravel lot in front of
the warehouse and the area near the rail spur line. SDO #2 flows into a ditch then to a UT to
Toisnot Swamp. Stormwater at the sampling point appeared gray most likely from runoff from
the gravel lot. Please consider BMP's to minimize sedimentation from the gravel lot.
Stormwater from the southeastern side of the facility is conveyed to one of two stormwater
detention ponds in series by drains and buried piping. Roof drainage is discharged to the
drainage ditch on the north side of the property. Water in the drainage ditch flows to the one of
the two stormwater detention ponds in series and through gravel check dams and enters the
other stormwater detention pond. Water in both ponds appeared clear, with no sediment or
foam. Water from the stormwater ponds discharge to an UT to White Swamp Creek in the Tar -
Pam River Basin.
4. Analytical monitoring was last completed November 13, 2008 and qualitative monitoring was
last completed July 31, 2009. Microbat Laboratories performs all permit analyses except pH.
The analysis of pH was stated to be done by test strips. Monitoring of pH must be conducted
in accordance to test procedures approved under federal regulations in 40 CFR §136. This

includes measuring pH properly within the 15-minute hold time and using the same standards
and procedures as North Carolina certified laboratories. For more information on test
procedures approved under federal regulation 40 CFR §136, please contact Dana Satterwhite

5. The qualitative monitoring form has been updated and a guidance supplement has been
developed. The discharge monitoring form has been updated as well. All forms can be
downloaded from the website http://h2o.enr.state.nc,us./su/Forms_ Documents.htm_ under the
miscellaneous forms section.
6. The stormwater permit was available for review. All elements of the SWPPP were up to date
and being maintained. The plan is updated annually. Employee training was completed
09/11/2008. The last facility site inspection was completed 06/25/2009.

Inspection Summary:
The facility manufactures rubber for tire and inner tube production. All manufacturing takes place inside the facility. The
solvent unloading and storage areas and process oil unloading area are covered and diked. The process oil and lube oil
storage areas are covered and diked. All onsite generators have doubled wall fuel containment tanks. All vehicle
maintenance takes place in a building. Used oil is recycled on site. The tire shredding operation that was not included in
the Stormwater Pollution Prevention Plan (SWPPP) has been moved off site.
There are two outfalls for the facility, Stormwater Discharge Outfall (SDO) #1 (the East Outfall) and SDO #2 (South
Outfall). SDO #2 receives stormwater flow from the gravel lot in front of the warehouse and the area near the rail spur line.
SDO #2 flows into a ditch then to a UT to Toisnot Swamp. Stormwater at the sampling point appeared gray most likely
from runoff from the gravel lot. Stormwater from the southeastern side of the facility is conveyed to one of two stormwater
citention ponds in series by drains and buried piping. Roof drainage is discharged to the drainage ditch on the north side
of the property. Water in the in the drainage ditch flows to the one of the two stormwater detention ponds in series and
through gravel check dams and enters the other stormwater detention pond. Water in both ponds appeared clear, with no
sediment or foam. Water from the stormwater ponds discharge to an LIT to White Swamp Creek in the Tar -Pam River
Basin.
Analytical monitoring was last completed November 13, 2008 and qualitative monitoring was last completed July 31,
2009. Microbat Laboratories performs all permit analyses except pH. The analysis of pH was stated to be done by test
strips. Monitoring of pH must be conducted in accordance to test procedures approved under federal regulations in 40
CFR §136.
The stormwater permit was available for review. All elements of the SWPPP were up to date and being maintained. The
plan is updated annually. Employee training was completed 09/1112008. The last facility site inspection was completed
06/25/2009.

Division staff has confirmed that the subject Certificate of Coverage is no longer required.
Therefore, in accordance with your request, NCG510011 is rescinded, effective immediately.
If in the future your Department wishes to discharge wastewater to the State's surface waters,
they must first apply for and receive a new NPDES permit. Discharge of wastewater without a
valid NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per day.
