NCS000330 — ZINC TIER RESPONSE: Dear Ron Krebs: This letter is to notify the DWQ Regional Office that ATI Allvac — Monroe Site has collected valid sampling results required for the permit monitoring periods, and the results for zinc have exceeded the benchmark value established in Stormwater Permit No. NCS000330. The sampling results collected under the newly modified permit are as follows: Discharge Characteristic Benchmark Value Year 1— Period 1 Year 1— Period 2 Monthly Monitorin August Sept October November 2010 2010 2010 2010 Zinc 0.067 0.228 0.365 0.145 0.134 0.447 0.223 (m /L) The facility has fulfilled obligations to meet the requirements set forth in the Tier One and Tier Two system called out in the permit. Our responses and efforts have been documented and are maintained in our Stormwater Pollution Prevention Plan. The Tier One and Tier Two documentation is attached to this letter. During Year 1 — Period 1 sampling period, the facility implemented a sweeping program, which involves the sweeping of the impervious surfaces by a mobile industrial sweeper on a 2-week basis to control tine wear materials (source of zinc), and other potential pollutants dust. During Year 1 — Period 2 sampling period, the facility sampled Outfall #02 shortly after the impervious area was swept. The sampling results for zinc indicated no improvement in comparison to previous zinc sampling. Since the facility did not meet the benchmark values required in the stormwater permit for period 1 and period 2 sampling timeframe, monthly monitoring was instituted at Outall #02 for zinc only. By the end of August 2010, a physical improvement was made to Outfall #02 (representative outfall) where our samples are collected. The outfall area was regraded so that the run-off exiting the outfall pipe is channeled through an 8 — 10 ft. wide ditch that is approximately 75 — 100 ft. long. The ditch begins at the exit of the outfall pipe and runs towards Richardson Creek. The ditch has been lined with rip -rap to control the suspended solids that leave our property. It should also be noted that during the October, 2010 sampling event, total zinc and dissolved zinc was sampled. The sampling values for total zinc equaled 0.447 mg/L and dissolved zinc equaled 0.339 mg/L. Our concern with meeting the benchmark values were expressed to NCDENR while the permit was in "draft" state. The Monroe facility processes titanium -based alloys and nickel -based alloys. We feel that zinc is in the permit only because it is a regulated constituent in EPA's Effluent Limit Guidelines (ELG) for titanium processors. However, there is no zinc in our products, nor is zinc used in any of our processes. Technical data sheets for our most common titanium alloys processed at the facility have been sent to NCDENR for review. This documentation provides proof that zing is not an olomont found in our titanium products We've researched this issue and found that the most common sources of zinc in industrial stormwater are from galvanized steel (roofing, siding, equipment, fencing, etc.), tire dust and oil. We have implemented BMP's to reduce the stormwater contribution of zinc from tire dust and oil, however we have not identified any reasonable control measures for galvanized steel. Since the facility has acres of galvanized metal that snake up our buildings, we are not confident that these BMPs will reduce our zinc below the proposed permit limit. Again, Allvac requests a re-evaluation of the zinc limit. If this can not be granted, then we will accept a condition of "monitoring only" for zinc, so that we can evaluate the effectiveness of the BMPs mentioned above. The Monroe facility is open to suggestions and requests the NC Division of Water Quality to provide any reasonable recommendations. Please feel free to contact me in the future. Thank you. This sampling event is the first for the monitoring schedule for Year 1 — Period 1 for Permit No. NCS000330 effective August 70', 2009. Below are the results of this sampling event compared to the benclunark values that were applied iin the permit: :Characteristic.. This change improved the sampling results compared to historic. However, the facility did not meet the benchmark values established for Zinc. A facility inspection was conducted on October 27`h, 2009 by Tommy Long and Preston Baucom. There were some minor secondary containment issues that were identified to be addressed, however we do not feel that this will bring our Zinc lovels down to the+ benelunark values cstablished by tho permit. The products that the Monroe facility manufactures do not include Zinc, and Zinc is not used in our processes. It is believed that the Zinc levels are related to the acres of galvanized steel that snakes up our facility. This was a concern and documented in correspondences with NC DENR on June P, 2009 and August 4"', 2009 during our new permit draft. As of now, we have not determined a control method to address this facility structure issue. We will continue to monitor this at the facility. Preston M. This sampling event is the first for the monitoring schedule for Year 1 — Period 2 for Permit No. NCS000330. Since implementation, this change has yielded improvement compared to historic sampling data, however the impervious areas for outfall #02 (M) were swept on June 29, 2010 (the day before this sampling event) and benchmark values were not met for COD, Nickel, and Zinc. A facility inspection was conducted on July 21, 2010 by Preston Baueom. There were some ininor Secondary containitue:nt issues that were. identified, however we do not feel that this will bring our COD, Nickel, or Zinc levels down to the benchmark values established by the permit. In addition, monthly monitoring will be instituted for outfall H02 (M) for Zino only, as long as there is flow. The products that the Monroe facility manufactures do not include Zinc, and Zinc is not used in our processes. It is believed that the Zinc levels are related to the acres of galvanized steel that makes up out- facility. This was a concern and documented in correspondences with NC DENR on June 3`d, 2009 and August 4111, 2009 during our new permit draft. As of now, we have not determined a control method to address this facility structure issue. We will continue to monitor this at the facility. J Preston M.
