HomeMy WebLinkAboutWQ0014565_Inspection_20190315 ROY COOPER Governor MICHAEL S.REGAN Secretary LINDA CULPEPPER NORTH CAROLINA Director Environmental Quality March 15, 2019 Jamal Mohammed,Complex Manager Pilgrim's Pride Corporation 484 Zimmerman Road Sanford,NC 27330 Subject: Compliance Evaluation Inspection Pilgrim's Pride-Sanford WWTF Wastewater Irrigation System Permit Number W00014565 Lee County Mr. Mohammed, On March 13,2019,Rick Trone of the Raleigh Regional Office conducted a compliance evaluation inspection of the wastewater irrigation system at Pilgrim's Pride.The purpose of this inspection was to ensure compliance with the subject permit and inspect the facility for permit renewal. During the inspection,the cooperation and assistance of Ms.Tina Pedley and Bob Branch was helpful and appreciated. This compliance evaluation inspection consisted of the following: • Review of the permit; • Review of the owner/facility information; • Review of ORC logbooks,calibration documentation,Non-discharge wastewater monitoring reports(NDMR),Non-discharge application reports(NDAR),Compliance Monitoring Forms (GW-59)and; • On-site inspection of treatment components and spray fields The current permit was issued August 1,2014 and expires on July 31,2019. Permit renewal documents were received by this office on February 6,2019. Permittee has not requested any changes to the permit. Components of the wastewater system appeared to be overall well-maintained. The effluent flowmeter was last calibrated on September 20,2018 by Carolina Technical Services. A representative soil analyses for spray fields was last conducted in February 2018. Waypoint Analytical performed the analyses and no lime was recommended at that time. The facility keeps thorough records of maintenance and activities involving the system. M „� ��� North Carolina Department of Environmental Quality I Divfslon of Water Resources _ Raleigh Regional Office 3800 Barrett Drive I Raleigh,North Carolina 27609 �.+r� /� 919.791.4200 NDMR and NDAR forms are submitted as required with all information.NDMR forms should be edited to reflect the correct sampling frequency for effluent sampling. Current versions in use state all parameters are 3 x Year sampling,this is not accurate for all parameters. Effluent sampling is analyzed by Research and Analytical Labs and appears compliant with permit requirements. GW-59 reports for 2017-2018 were reviewed. Lab results for some months were reviewed against GW- 59's submitted to DWR for accuracy.No discrepancies were noted. The facility maintains numerous spray fields totaling about 81.4 wetted irrigation acres.At the time of the inspection,routine maintenance was being conducted throughout the spray fields. During the inspection, portions of the spray system were activated. Spray patterns appeared to be uniform with plenty of pressure. Ms. Pedley mentioned that the back fields had been flooded in recent storm events up to fields 8. Due to this flooding and wet conditions since,those spray fields closest to the river are often too wet to spray.The facility is aware of implications of spraying these areas and are actively avoiding doing so unless there are no other alternatives. The rest of the spray fields appeared to be in good condition. The aeration pond and storage lagoon appeared to be free of solids and well maintained. Plenty of freeboard was available.The chlorine building appeared well maintained and the facility keeps additional chlorine on site.
