On August 27`h, we received 4.46 inches of rain in approximately 49 hours and sampled all four outfalls. The resulting storm water flow was calculated to be 0.47 MMgal for Drainage Basin #1, 1.83 MMgal for Drainage Basin #2, .1.61 MMgal for Drainage Basin #3, and 1.58 MMgal for Drainage Basin #4. There may be a way for them to dig up some of the valuable ones, set them aside, and then re -plant them. (This would be easier for plants that are on the "shallow land", which is the area that is usually dry unless it has rained. Plants that are in.the "shallow water" are wet all of the time, and it may be difficult to keep them alive during clean -out.) They will likely need a large machine to dig out the sediment in the forebay. NCSU has a certification program for BMP maintenance and inspection. They keep a list of certified people http://www.bae.ncsu.edu/workshops/bmpcertifcatio/2007certificationresults.html#alpha, but it is by name and not by company so it is hard to find people to do the work. I'll email Dr. Bill Hunt (who is also my grad school adviser) to see if there is a way to find a company. [I:f this Iist by company becomes available, Robert, I will forward it to you. Myrl] The reason that cattails are "bad" is for two reasons, but both are related to mosquitoes. 1.) When they die, the frawns fall down and form mats. Mosquitoes breed in those mats, and it is difficult for any of their predators to kill the larvae because they are very well protected in the mat. 2.) Cattails choke out all other plants in the wetland. Why does that matter? It is important to maintain a variety of plants to encourage biodiversity. If there.are different plants, there will be a large variety of insects and that leads to less of a mosquito problem. As an engineer, when I first heard this I thought that was ridiculous. But, there have actually been studies that have proved that this actually works. A list of "good" plants is in the manual. As far as killing the cattails, there is only one good way to do it and it has to be done by someone with a aquatic pesticide license. Hopefully, we will get a list of certified maintenance people by company. I know that there are companies out there that specialize in pond maintenance who could do this sort of thing. Regular landscaping companies might. My husband has his pesticide license, but not for aquatic plants. The applicator will need to use aquatic glyphosate. It is the same thing as Round -up, but it can be used on aquatic plants without killing everything in the pond. The applicator will use a glove covered in the material to apply the chemical directly to the leaves. The cattails are connected underground by tubers. The chemical will travel to the other cattails through the tubers. They can't be killed by pulling them up because you won't get all of the tubers, and they will come back. Again, stress that the person needs to be licensed because it could be a disaster otherwise. I wouldn't put a maintenance checklist in the permit itself. It should go in the SPPP. If they really want it in the permit, we can ask Bradley if we have the legal authority to put it in the permit. The manual has a rough list of items that they should do. They could hire a professional to make a maintenance list for their site (that would cost money obviously). We don't require them to use an NCSU-certified maintenance person but I would strongly recommend that they consider it. BMPs are tricky. My husband works for a large commercial landscape company, and has a degree in horticulture. He has certainly been educated (thanks to yours truly, I'm certified) on how to maintain BMPs as he gets contracts for them. But, not everyone knows what they are doing. Especially, if it is some small, 1-guy operation who owns a lawnmower and a big truck. NCS000140 CertainTeed Corporation Oxford, Granville County Dear Mr. Langley: As you requested during our phone conversation on Monday October 10, 2005 the following summarizes the events that led to the release of approximately 100 gallons of rainwater mixed with firefighting foam and chemicals at the CertainTeed facility. On Friday October 7, 2005 around 6:00am approximately 3,000 gallons of asphalt coating spilled from the No. 3 Coating storage tank due to the malfunction of a 3-way valve. The valve malfunction allowed material to be pumped into a full tank which overflowed. Around 9:15am the asphalt which spilled on the outside of the storage tank ignited due to the heat from the storage tank. The fire was quickly extinguished by the Stillman on duty and the Oxford Fire Department was called to the scene. The asphalt spill plugged the storm drain lines from the Stillyard which required the use of a pump to remove firefighting water and Stormwater from the diked area.
