A copy of the Compliance inspection Report is enclosed for your review. Your assistance and the assistance of Joe Ladd during the inspection was of great help is greatly appreciated. The site visit and file review revealed that the subject facility is covered by Individual Permit NCS000115 . Your permit coverage authorizes the discharge of stormwater from the facility by an unnamed tributary to receiving waters designated as Burdens Creek, a Class WS- V;NSW waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCS000360 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. JAY ZIMMERMAN Director On September 1, 2016, Ted Cashion and Stephanie Goss of the Raleigh Regional Office (RRO) conducted a site visit at the subject facility. Present during the inspection was Randy Green, Joe Ladd and Steve Stadelman. Their cooperation during the inspection was appreciated. Findings during the inspection were as follows: 1. The subject permit is for the authorization to discharge Cooling Tower Blowdown and Condensate to receiving waters designated as an unnamed tributary to Buffalo Creek in the Tar - Pamlico River Basin. 2. During the inspection, Randy Green stated that the Cooling Tower Blowdown and Condensate discharge is being directed to the process treatment plant, which is discharged to the Franklin County WWTP, or spray irrigated. Therefore, no.sampling has been conducted in the last five years due to no discharge to outlet. 3. Mr. Green stated that Novozymes North America plans to renew the permit despite lack of discharge. Remit results from samples collected by Novozymes on December 1, 2010 Response — The lab results are included in this package. 2. Remit discharge water sampling for each discharge source flowing to outfall 002, inclusive of boiler and cooling tower blow down discharges that are subject to the NCG500115 permitted discharge to unnamed tributary of Buffalo Creek, WS-IV, NSW of the Tar Pam River Basin within 30 days of receipt. Response — The 2010 cooling tower discharge testing results are attached in this e-mail. Boiler blow down discharges to our process water system. 3. It was unclear when reviewing the NCG500000 permit application and the MSDS's at the plant site, if corrosion inhibitors contained Cu or Zinc. The plant did not list treatment chemicals that contained Cu or Zn on the NCG500000 permit application and should check with their chemical supplier and confirm in writing to DWQ that no products are being used in conjunction with the permitted boiler or cooling tower discharges that contain Cu or Zn. He also stated the DO was in normal range. Response -We would like to meet with you to review data we have from using chemical software that shows our wastestream data vs. the lab data from the outfall sampling. We feel that we can show that our waste water is not being diverted or leaking to the outfall. 5. It appears a significant percentage of high total dissolved solids are unaccounted for based on current permit sampling results ie. Metals sampling/other sampling that would likely identify TDS is not currently required by the non -discharge permit. Response —we do have metals testing associated with our process waste water treatment and they are included in this package. Response- we are also planning on taking 4 samples this week at the outfall to help determine the source of the metals. Permit Number— NCG500115 County - Franklin Dear Mr, Stadelman: Dee Freeman Secretary On September 16, 2010, Autumn Romanski, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed a wastewater NPDES NCG 500000 compliance evaluation inspection of the Novozymes site. The assistance and cooperation of Joe Ladd and Joe Jenkins was very helpful and appreciated. On December 1, 2010, Autumn Romanski, returned for a sainpling event and follow-up visit along with Matt Fleahman, and Steve Kaltenbach of the Aquifer Protection Section of the Division of Water Quality, Inspection findings and sample results are listed below. Industry -a S#te Description. --_. _. _ ' Novozymes is a manufacturing plant that produces enzymes by fermentation of genetic modified ' microorganisms for a wide range of markets and for various industrial uses. The process takes place under controlled conditions in closed fermentation tank installations. After fermentation the enzyme is separated from the production strain, purified and mixed with inert diluents for stabilization. (www.novozymes.com) Boiler blow down and cooling tower blow down water is discharged to NCG500115 NPDES Outfall 002. Wastewater, specifically, cooling tower/boiler blow down and air compressor condensate, generated at manufacturing facilities is regulated by General Permit NCG500000. DWQ has therefore issued Novozymes certificate of coverage, NCG500115, which became effective on August 1, 2007 and expires July 31, 2012. Inspect#gn -Summaiy The facility was in compliance with permit requirements with the exception of the items to be addressed below, specifically, the determination of the source of TDS, Cu, Zn, Al, and Fluoride sample results at NPDES NCG500000 Outfall 002. 11Page • • NCG500115, The followinaitems-should be addressed: 1. Remit results from samples collected by Novozymes on December 1, 2010. 2. Remit discharge water sampling for "each discharge source flowing to outfall 002", inclusive of boiler and cooling tower blow down discharges that are subject to the NCG500115 permitted discharge to unnamed tributary of Buffalo Creek, WS-IV, NSW of the Tar Pam River Basin within 30 days of receipt of this inspection letter. 3. Please remit MSDS and product information regarding NCG500000 discharge in writing within 30 days of the receipt of this inspection letter. If Cu or Zn products are being used a biocide/chemical treatment worksheet form 101 should be completed and forwarded to DWQ as required. The following forms were received by DWQ in conjunction with "NCS000115 Individual Stormwater Permit", but on the form, usage of chemicals was labeled as outfall 001, not outfall 002. 1) Biosperse I' Microbiocide 2) Drew One- L" se 3) Drewchlor 4107* �'s s Dioltech� 44�A- *Indicates constituents of these products may have been present at outfall 002 the day of the inspection. Water sample results completed on September 1„6, 2010 and December 1, 2010 are attached (SEE APPENDIX 1) and excel spreadsheet for the results from each sample location, A map of the sample locations is also included for your review. 4. PLEASE REVIEW AND EXPLAIN. Water Quality sample results show cause for further water quality evaluation. 1) Conductivity at outfall 002 was 1087 uS/cm, and 813 uSlcm respective to the dates above. 2) Salinity at outfall 002 was 0.5 parts per thousand, and 0.4 parts per thousand, respectively. 3) Dissolved Oxygen was 3.50 and Saturation at 23.4 Deg C was 42%; Dissolved Oxygen was 7.76, and Saturation at 15.2 Deg C was 76% respective to the dates above. These results might indicate "that water or wastes" are being diverted into the stream that could cause Water Quality Standard Violations, PLEASE REVIEW The General Permit NCG500000 Section B. General Conditions, specifically, Duty to provide information, Section C. Operation and Maintenance of Pollution Controls, and E. PLEASE REVIEW AND EXPLAIN: Water Quality sample results show cause for further water Quality evaluation. WQ0002806 Non -Discharge Permit Monitoring Report for September 2010 was reviewed and the following levels of the "same analytes" were reported. TDS at 2100 mglL, Na=153 mglL, Ca=22.8 mglL, Mg=4.6 mglL, and Chloride=330 mg/L. No Fluoride sampling or metals sampling is currently required by the non -discharge permit at this location, It does appear a significant percentage of high Total Dissolved Solids are unaccounted for based on the current permit sampling results, ie. metals sampling/other sampling that would likely identify TDS is not currently required by the non -discharge permit. 1) Several of the products (1-4 listed above in item 3.) contain Na and Na salts, which could explain why the waters contained salinity, which would normally not be detected in our fresh water streams in North Carolina. 2) In particular, the Drewchlor 4107 (25% sodium chlorite) literature on line revealed user restrictions for use of this product Only in "closed system" chlorine dioxide generators (specifically for generating chlorine dioxide) for controlling slime forming organisms in industrial re -circulating cooling waters. The Raleigh Regional Office requests that the facility explain in writing the use of this product and clarify In writing any possible cooling waterAvastewater (and/or chlorine dioxide generation practices) water quality impacts related to the facilities NPDES NCG500000 re -circulating cooling towers within 30 days of receipt of this inspection. (Note: Na and chloride levels not indicative of the FEH cooling tower make-up water but in the FEH Cooling Tower Blow down) 6. Summarize the findings and conclusions from (REVIEW and EXPLAIN) items 4 and 5 along with the sampling resultsrtems requested in items 1, 2, and 3 of the items (to be addressed). Individual NPDES Stormwater Discharge Permit, NCS000115 2. The facility is located at 77 Perry Chapel Church Road, in Franklinton, Franklin County, NC. The NCS000115 permit allows the discharge of stormwater from point source discharges to receiving waters designated as Buffalo Creek, which is currently classified as WS-IV (water supply), nutrient sensitive water (NSW) in the Tar -Pamlico river basin. 3. The site currently has two stormwater discharge outfalls (SDO) to which all site stormwater runoff drains. Stormwater discharged through SDO 001 flows into a stormwater drainage ditch that parallels the eastern edge of the main manufacturing complex and then flows to Buffalo Creek. Stormwater discharged through SDO 002 flows through a riprapped stormwater drainage ditch for approximately 1,000 feet before reaching an unnamed tributary to Buffalo Creek. Both SDOs were evaluated during the inspection. No adverse conditions were noted at either SDO. 4. The stormwater pollution prevention plan (SP3) for the facility, as required by Part II, Section A of the permit was reviewed and found to meet most requirements. It is noted that a new SP3 is currently under development by an outside consultant. There were some discrepancies as noted below: A. The SP3 was last updated in December 2003. The plan should be reviewed annually and updated as needed. Such reviews and updates need to be annotated by signature and date in the SP3. B. The Responsible Party signature page needs to be updated. The former company president signed the one in the SP3. The new president should sign a new form to acknowledge responsibility for the stormwater program and SP3, as well as to properly delegate the responsibility for maintaining and implementing the SP3. Please refer to Part 111, Section B, Paragraph III, to ensure signatory and delegation requirements are met. C. This may include everything from the inspection of stormwater BMPs, secondary containments, etc., to the regular annotation of spills that have occurred�at the=site.' All records of analytical and qualitative monitoring, secondary containment inspections, training, etc., were complete and on file. Please remember that the permit requires you to keep all such records for a minimum of five years. 7. Please take special note of the new increased analytical monitoring requirements and the Tier One and Tier Two benchmark exceedance actions included in the recently updated and reissued stormwater permit. These new requirements are intended to provide a structured means of investigating, determining and eliminating factors, which may cause exceedances of the benchmark values listed in table 3. General NPDES Wastewater Discharee Permit, NCG500115 8. The NCG500115 permit allows the discharge of cooling tower blow down water also to receiving waters designated as Buffalo Creek. There are currently three cooling tower units. These wastewaters actually discharge into the site's storm sewer system where they comingle with stormwater discharges and are then conveyed to SDO 002. Samples for the analytical monitoring of the cooling tower blow down are pulled from the discharge lines before they tie into the storm sewer system. 9. All records of the required analytical monitoring were available onsite. No discrepancies were found. It was noted that upstream/downstream sampling for temperature is not currently possible, given that the cooling tower blow downs actually discharge into the storm sewer system. Please begin to make note of this on discharge monitoring reports (DMR) that you submit. A copy of this letter will be placed in your NCG500115 file at the RRO, but annotating this on DMRs will help to prevent monitoring violations from being generated due to the absence of these upstream/downstream temperature readings on the DMRs that you submit. General NPDES Construction Stormwater Permit, NCG010000 (NCR000757) 10. This CEI was conducted to evaluate your compliance with the general construction stormwater permit, NCG010000 (NCR000757), for the project known as Novozymes, The NCG010000 permit was automatically issued upon approval by the Division of Land Resources (DLR) of your Erosion and Sedimentation Control Plan (E&SCP) for this project. The letter that you received from DLR notifying you of the approval of your E&SCP, which was dated 30 October 2007, also included a copy of the NCGO10000 permit. The NCG010000 permit authorizes the discharge of stormwater under the National Pollutant Discharge Elimination System (NPDES), in accordance with Title 15A of the North Carolina Administrative Code 2H.0100. Stormwater runoff from this project site drains to an unnamed tributary to Buffalo Creek, at approximate latitude/longitude 36' 06' 05.48" N, 78' 24' 25.43"W. 11. The following observations were noted during the CEI: A. Implementation and maintenance of the E&SC measures according to the approved E&SCP and as required by NCGO10000, Part I, Section A, Paragraph 2, was not evaluated. B. A copy of the approved E&SCP was available on site for review as required by NCG010000, Part I, Section A, Paragraph 2. C.
