Project Description:
The project calls for the replacement of Bridge No. 177 on SR 1181 (Hartzog Ford Road) over Beaver
Creek in Ashe County. The archaeological Area of Potential Effects (APE) for the project is defined as a
1, 400 foot (426. 72 m) long corridor running 700 feet (213.36 m) northeast and 700 feet southwest along
Hartzog Ford Road from the center of Bridge No. 177. The corridor is approximately 200 feet (60.96 m)
wide extending 100 feet (30.48 m) on either side of the road from its present center.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject
project and determined:
� There are no National Register listed or eligible ARCHAEOLOGICAL SITES present
within the project's area of potential effects. (Attach any notes or documents as needed)
❑ No subsurface archaeological investigations were required for this project.
� Subsurface investigations did not reveal the presence of any archaeological resources.
� Subsurface investigations did not reveal the presence of any archaeological resources
considered eligible for the National Register.
❑ All identified archaeological sites located within the APE have been considered and all
compliance for archaeological resources with Section 106 of the National Historic
Preservation Act and GS 121-12(a) has been completed for this project.

Brief description of review activities, results of review, and conclusions:
Bridge No. 177 is located south of Jefferson in the southeastern section of Ashe County, North Carolina.
The project area is plotted in the northern half of the Glendale Spring USGS 7.5' topographic quadrangle
(Figure 1).
A map review and site file search was conducted at the Office of State Archaeology (OSA) on February
8, 2016. No previously recorded archaeological sites are identified within the APE or within a mile of the
bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB
2016), there are no known historic architectural resources within the APE that may yield intact
archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map),
historic maps (North Carolina maps website), and the Google Street View application were examined for
information on environmental and cultural variables that may have contributed to prehistoric or historic
settlement within the project limits and to assess the level of ground disturbance. An archaeological field
investigation was carried out on March 29, 2016, to further evaluate the project area.
Bridge No. 177 and Hartzog Ford Road cross Beaver Creek from the northeast to the southwest. Beaver
Creek is a tributary to the South Fork New River, which is locate just east of the bridge. The South Fork
runs parallel with Hartzog Ford Road encompassing much of the APE to the east. The waterways are part
of the New River drainage basin. The APE consists primarily of hillside slopes, but a stream terrace is
present in the northwest quadrant and extends slightly into the northeast (Figure 2-5). The small
northeast section of terrace near the stream confluence is partially composed of recent alluvial deposits
over possible rip rap. Older alluvial soils are present further away from the confluence. The hillsides are
typically forested, while the terrace is clear. Ground disturbance appears minimal with the slopes cut
back to allow for the road. A portion of the hillside has also been shaped for a house just above the
terrace in the northwest quadrant.
According to the to the USDA soil survey map, the APE consist of three soil types (Figure 2). The
stream terrace is made up of Colvard fine sandy loam (Co). This soil is nearly level and well drained. It
is ideally suited for early settlement activities. The hillsides are composed of Evard stony loam (EsF) to
the north and Chandler loam (CaF) to the south. Although these two series are well drained to somewhat
excessively drained, slope is steep at 25 to 60 percent. Slope of 15 percent or more is not usually tested,
since significant archaeological sites are unlikely to be present.
The site files at OSA shows very few project carried out in the surrounding area with no known sites
reported. However, sites identified along the New River and its tributaries further afield are typically
found on Colvard fine sandy loam or similar soils. Their occurrence suggests that additional sites might
present within the APE.
A historic map review was also conducted prior to fieldwork. The 1891 USGS Wilkesboro topographic
map is one of the first to provide a reliable location for the project area (Figure 6). Although the map
depicts no structures, it does show a road similar to Hartzog Ford Road running along South Fork north
and east of Beaver Creek. The road turn north at Beaver Creek instead of crossing and follows an
alignment similar to present day Mash Road (SR 1182). By 1912, the Soil Map for Ashe County plots the
crossing and a road alignment similar to present day Hartzog Ford (Figure 7). The structure seen to the
north of the crossing is likely the current house in the northwest quadrant. Subsequent early 20th century
map proved no new information.
An archaeological field investigation at Bridge No. 177 was recommended due to the presence of dry
soils along the terrace and other known sites in the regions found in a similar setting. The investigation
consisted of a surface inspection followed by subsurface testing. The surface inspection identified no
cultural materials as visibility was generally poor across the project area. Three shovel test placements
(STPs) were then excavated north of the bridge (see Figure 2). One (STP# 1) was placed in the northwest

quadrant and two (STPs# 2 and 3) in the northeast. STPs were not excavated elsewhere due to slopes at
15 percent or more. Each of the three STPs displayed a unique profile. STP# 1 shows one soil layer, a
dark yellowish brown (lOYR 3/4) sandy loam, that extends to a depth of 50 cm (ca. 50 in) below the
surface before encountering a rock layer. STP# 2 consists of recently deposited alluvial soils arganized
into three layers. The upper is a brown (lOYR 4/3) loamy sand that is approximately 40 cm (ca. 16 in)
thick. The second is a 20 cm (ca. 8 in) thick layer of pale brown (lOYR 6/3) sand. Lastly, the third soil
layer is a brown (lOYR 4/3) loamy sand that extends to 80 cm (ca. 31 in) below the surface. This is
followed by a rock layer, which is possibly rip rap. Metal foil and plastic were found through STP# 2.
STP# 3 displays only one soil layer. It is a dark yellowish brown (lOYR 4/6) sand that extends to at least
80 cm (ca. 31 in) below the surface. No rocks were encountered in this STP. All three shovel tests were
negative for cultural resources.
The archaeological investigation for the proposed replacement of Bridge No. 177 shows that no
signiiicant sites are within the APE and are unlikely to be encountered. This is due to negative subsurface
tests along the stream terrace and steep hillside slopes. No further archaeological work is required for
replacement of Bridge No. 177 in Ashe County. However, additional work might be required should
design plans change to encompass property outside of the currently deiined APE.
