Dear Mr. Crowther:
S&ME, Inc. (S&ME) is pleased to submit this report for the July 9, 2014 storm water
sampling and industrial observations event at the Siemens Energy, Inc. (Siemens Energy)
property in Charlotte, North Carolina. This work was completed in accordance with S&ME
Proposal No. 72-1400015, specifically Task 2, as authorized by Siemens Energy via email
and Purchase Order 6500035839. This report summarizes quantitative and qualitative
storm water compliance data for various storm water outfalls and visual observations of
miscellaneous industrial areas at the Siemens property.
PROJECT BACKGROUND
S&ME has provided storm water compliance services for the Siemens Energy facility
located at 5101 Westinghouse Boulevard in Charlotte, North Carolina since October,
2000. The site is located on approximately 420 acres near the intersection of
Westinghouse Boulevard and Shopton Road.
Since October 2000, storm water from site outfalls has been sampled on a semi-annual
basis by S&ME personnel within 24 hours of a representative rainfall event (0.1 inch or
greater), that occurs on, or prior to, a normal business day. Based on your current
' National Pollutant Discharge Elimination System (NPDES) permit, NCS000021, samples
are analyzed for total suspended solids (TSS), total nitrogen, pH, and n-hexane
extractable material (HEM) including oil and grease.

' There are ten (10) outfall locations at the site referred to as Outfalls (OF) 002, 003, 005,
006, 007, 008, 010, 011, 012, and 013 (see attached Figure 1). As noted in your NPDES
' permit, OF-007 quantitative monitoring is representative of OF-008; therefore, no
additional lab analytical samples were collected from OF-008. However, OF-008
continues to be included in the semi-annual qualitative monitoring events.
' QUANTITATIVE STORM WATER SAMPLING & ANALYSIS
S&ME was able to collect storm water samples at seven (7) of the ten (10) outfall
'
locations at the Siemens Energy facility on July 9, 2014. Sufficient quantities of storm
water discharge for sampling were not present at the other three (3) locations. The ten
(10) outfalls were previously Iocated in the field by S&ME using a hand-held GPS device
'
and are indicated on the attached Figure 1. The total rainfall for the July 9, 2014 storm
event was approximately 1. 10 inches in 1.3 hours based on USGS rain gauge data (USGS
'
rain gauge CRN-45). Sampling was performed during that storm event. In accordance
with the facility's Storm Water Pollution Prevention Plan (SPPP), the July 9, 2014 storm
event was preceded by a minimum of seventy-two (72) consecutive hours of "no
collectable discharge" at the site.
Each sample collected was analyzed for total suspended solids (TSS), n-hexane
'
extractable material (HEM) including oil and grease, and total nitrogen. Field
measurements of pH were also recorded.
'
Please note that pH was above the upper benchmark limit of Standard Units (SU) at
outfalls OF-0 10 and OF-013, at measurements of 10.01 and 10.03 SU, respectively.
'
Total suspended solids (TSS) were detected above the benchmark value of 100
milligrams per liter (mg/L) at outfall OF-005 at a concentration of 180 mg/L.
'
Quantitative results are summarized and compared to benchmark values as established in
your NPDES permit in Table 1. The complete analytical laboratory report is included in
'
Appendix I.
QUALITATIVE STORM WATER MONITORING
' Additionally, at the time of sampling, S&ME made visual observations at each of the ten
(10) outfalls and recorded comments on the completed Qualitative Monitoring Report
forms included in Appendix 11. Observations included the presence, or lack thereof, of
' the following characteristics pertaining to each outfall:
*color;
' a odor;
a clarity;
a presence of floating solids;
' a presence of suspended solids;
e presence of foam;

• presence of oil sheen;
• other obvious indicators of storm water pollution and additional comments; and
• storm event characteristics.
A summary of these observations is included as Table 2.
MISCELLANEOUS INDUSTRIAL OBSERVATIONS
S&ME performed visual observations of sixteen (16) industrial areas at the Siemens Energy
facility on July 9, 2014. The sixteen (16) industrial areas observed are indicated on the
attached Figure 2. Please note that Location 12 includes the entire plant area and was not
located using GPS. S&ME understands that Siemens Energy no longer uses Location 8 (the
sludge waste container) and has removed it from the Site. Location 8 has been removed
from our current and future miscellaneous industrial observations. A summary of
comments and recommendations for the sixteen (16) industrial areas is included as Table 3.

S&ME, Inc. (S&ME) is pleased to submit this report for the January 11, 2012 storm water
sampling and industrial observations event at the Siemens Energy, Inc. (Siemens Energy)
property in Charlotte, North Carolina. This work was completed in general accordance with
S&ME Proposal No. 1356-25006-12. This report summarizes quantitative and qualitative
storm water sampling data for the eight (8) outfalls and visual observations and
miscellaneous industrial areas at the Siemens property.
PROJECT BACKGROUND
S&ME has provided storm water compliance services for the Siemens Energy facility
located at 5101 Westinghouse Boulevard in Charlotte, North Carolina since October,
2000. The site is located on approximately 300 acres near the intersection of
Westinghouse Boulevard and Shopton Road.
Since October 2000, storm water from site outfalls has been sampled on a semi-annual
basis by S&ME personnel within 24 hours of a representative rainfall event (0.1 inch or
greater), that occurs on, or prior to, a normal business day. Based on your current
National Pollutant Discharge Elimination System (NPDES) permit, samples will be
analyzed for total suspended solids (TSS), total nitrogen, pH, and n-hexane extractable
material (HEM) including oil and grease.
There are eight (8) outfall locations at the site referred to as Outfalls (OF) 002, 003, 005,
006, 007, 008, 010, and 011 (see attached Figure 1). As noted in your NPDES permit,

OF 007 analytical sampling is representative of OF 008, so no analytical samples were
collected from OF 008. However, OF 008 will continue to be included in the semi-
annual qualitative monitoring events,
S&ME was able to sample storm water at five (5) of the eight (8) outfall locations at the
Siemens Energy facility on January 11, 2012. Sufficient quantities of flow for sampling
were not present at the other three (3) locations. The eight (8) outfalls were previously
located in the field by S&ME using a hand-held GPS device and are indicated on the
attached Figure 1. The total rainfall for the January 11, 2012 storm event was
approximately 0.34 inches in 5 hours based on USGS rain gauge data (USGS rain gauge
CRN-45). Sampling was performed just after that storm event.
Each sample was analyzed for total suspended solids (TSS), n-hexane extractable
material (HEM) including oil and grease, total nitrogen, and pH. The complete analytical
laboratory report is included in Appendix 1.
According to your current NPDES permit, total flow monitoring has been removed as a
requirement. We have eliminated the calculations necessary to determine total flow that
we had previously provided as Appendix I in previous reports.
Additionally, at the time of sampling, S&ME made visual observations at each of the
eight (8) outfalls and recorded comments on qualitative sampling forms included in
Appendix I1. Observations included the presence, or lack thereof, of the following
characteristics pertaining to each outfall:
• color;
• odor;
• clarity;
• presence of floating solids;
• presence of suspended solids;
• presence of foam;
• presence of oil sheen;
• other obvious indicators of storm water pollution and additional comments; and
• storm event characteristics.
A summary of these observations is included as Table 1.
MISCELLANEOUS INDUSTRIAL OBSERVATIONS
S&ME performed visual observations of fourteen (14) industrial areas at the Siemens
Energy facility on January 11, 2012. The fourteen (14) industrial areas observed are
indicated on the attached Figure 2. Please note that Location 12 includes the entire plant
area and was not located using GPS. A summary of comments and recommendations for the
fourteen (14) industrial areas is included as Table 2.
