Box 398 Hickory, North Carolina 28603-0398 Dear Mr. Greer: NORTH CAROLINA Environmental Quality March 15, 2019 Subject: Acknowledgement of Receipt of the 2018 Annual Report Hickory Regional Compost Facility (RCF) and Catawba ORGRO Distribution Program Permit No. WQ0004563 Distribution of Residual Solids (503) Catawba County Staff of the Mooresville Regional Office (MRO) has received and reviewed the 2018 Annual Report (AR) for the Hickory Regional Composting Facility (RCF). This facility receives treated residuals from partners of the sludge consortium which is comprised of 9 separate facilities that transfer treated biosolids to the RCF in Hickory, Catawba County. There is a concern with regards to the contract laboratory not reporting of calculations for certain parameters. The formulas for Sodium Absorption Ration (SAR) and Plant Available Nitrogen (PAN) were not presented in the AR. Although the results of the tests are noted and appear to be in compliance, the calculations for these values should be presented in the AR. The MRO is requesting that the contract lab present the calculations for both PAN and SAR for the months these calculations were performed in 2018. This permit expires on January 31, 2020. Please be sure to submit the permit renewal application at least 180 days prior to the permit expiration date.
