Dear Mr. Hancock:
Reference the Final Environmental Impact Statement (FEIS) for the US 70 Havelock Bypass (TIP No. R-
1015) submitted to this ofiice for comment on December 4, 2015. The US Army Corps of Engineers,
participating as a cooperating agency in the preparation of the FEIS, reviewed and provided comments on
the preliminary FEIS on July 23, 2015. It is noted that the majarity of the comments were incorporated in
the FEIS document. During review of the FEIS the following item was noticed:
Chapter 4.16 Indirect and Cumulative Effects: A statement at the bottom of page 4-124 indicates
that "A summary of conclusions related to indirect and cumulative effects on the human and
natural environment is contained in Chapter 4.16.9". A chapter bearing that title and relevant
information contained therein could not be located in the document. Please provide the
information referenced by that statement.
The R-1015 US 70 Havelock Bypass project has been incorporated and reviewed within the NEPA/Section
404 Merger O1 process. The Corps of Engineers has been involved throughout this process and our
comments and concerns have been considered during the design and planning phases. It should be noted
that the impacts associated with the preferred alternative are considerable and efforts to avoid and
minimize impacts will continue through the remaining phases of the project design.
