Proposed structure: Replace with a 14'-3" x 9'-7" corrugated aluminum structural plate arch with fully welded aluminum structural plate headwalls. This new structure is 49.6ft long. Rip rap will be installed underlined with geotextile for long term stability surrounding the headwall tie-ins and along the existing fill slope to reclaim existing toe where ponded waters have eaten away at the roadway. Note this is solely a pipe replacement project is not a road improvement nor a widening project. Riparian Buffers: Equipment used and work performed will be from the existing transportation facility. Foot traffic access for installation of temporary dewatering measures will be limited just upstream and downstream of the pipe replacement to maintain a dry work area. No trees will be cut and no grading within riparian areas is proposed. Therefore, no Neuse River Buffer impacts are proposed. Temporary impacts: +/-40ft dewatering (20ft below pipe outlet and 20ft above pipe inlet). This stream and open water areas will require water management. Impervious dikes will be installed in the streambed and swamp upstream and downstream of the work site for containment and to maintain a dry work. A clean water pump around will be used to maintain a dry work area. Impervious dike materials will be removed once the work is complete. Permanent impacts: 11.6ft of fill in surface water is proposed with the longer pipe in addition to +/-5ft of rip rap on stream banks upstream and 5ft downstream. Wetland Information: This site is a swampy wet ponded crossing mapped as Hydric (Wo— Wehadkee and Bibb soils). Impacts however are limited to ponded surface water impacts, not wetland loss. Therefore, no wetland impacts are proposed. Cultural Resources: Review of the SHPO GIS mapping reveals no cultural resources, no historic structures nor properties at this crossing. Cape Fear shiner: BC of No Effect as project is not located in the Cape Fear River watershed. Red-cockaded woodpecker: BC of No Effect based on lack of habitat with non-forested roadway shoulders and fill slopes. Michaux's sumac: BC of No Effect based on survey of suitable habitat with highly maintained roadway shoulders and fill slopes.
