Dear Mr. Zarama:
On August 27., 2018, the Division of Water Resources (Division) received an adjusted daily sewage flow rate (flow
reduction) request that would apply to the All Saint Catholic Church Private Pump Station & Sewer (Permit
Application No. WQ0040239). In accordance with 15A NCAC 02T.0114(f), the Division has evaluated the request, as
well as additional information received on October 8,, 2018 and January 11, 2019, and based on the data
submitted, the Division hereby approves for use an adjusted daily sewage design flow rats with the following
conditions:
This flow reduction applies to this facility only and is approved for 2 gallons per seat.
This flow reduction shall not apply to sewer extension applications and/or permits for any other facilities
as listed in 15A NCAC 02T.0114 or for any other public or private organizations whose wastewater flows
are or might become tributary to the All Saints Catholic Church Private Pump Station & Sewer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the
effluent limits defined in the non -discharge permit for the treatment facility -or exceed the capacity of the sewers
downstream of any new sewer extensions or service connections.
The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing and /or
modifying the flow reduction as- allowed by the laws, rules, and regulation contained in 15A NCAC 02T., PC 143-
215.1, or as needed to address changed in State and/or Federal regulations with respect to wastewater collection
systems, protection of surface waters and/or wastewater treatment.

All Saints Catholic Church
Sanitary Sewer Narrative
The All Saints Catholic Church located at 18737 US HWY 17 N in Hampstead, NC is proposing to
expand the church's facilities. As part of the expansion, the church is proposing to construct a
new sanitary sewer lift station and connect to the existing force main that runs along the HWY
17 R/W in front of the church. The Church is proposing to construct a new faith formation
building that would have class rooms and offices and a new 1,000 seat sanctuary. The faith
formation building would be constructed initially with an estimated start date of 2021. The
new sanctuary could be started in 2025.
The current church has 418 seats. The church was able to provide water usage records for the
last 26 months. The average month use was 5,356 gpd. The highest 3 months were in
December, 2017 (8,850 gallons), November, 2017 (8,250 gallons) and January, 2018 (71100
gallons) and the average was 8,067 gallons. Increasing this amount by 25% to 10,084 gallons
would allow for some growth in the church. This equates to 336 gpd.
The existing building currently has a small grinder station that pumps to a drain field on site.
This system would be taken off line once the new lift station is constructed. The existing

We have reviewed the additional information for the subject flow reduction request, and based on the December 2018
daily water usage data and the previously submitted seat/attendance information, we are able to approve a reduction
to 2 gallons per seat for the All Saints Catholic Church in accordance with 15 NCAC 02T.0114(f). The signed approval
letter should be available tomorrow.
Please be advised that this flow reduction shall not apply to other facilities that the church may choose operate in the
future, such as a daycare or daily school, as these facilities have their own required flows as specified in 15A NCAC
02T.0114(c).

I can't find the church listed with the NC Sec of State — there is one shown as being created in 2-2018, but it lists it as
apparently being located in Hamlet NC.
Also, so the church plants to come forth with a modification application down the road for more flow to support the
school/classrooms? I will have to get Raleigh to sign off on the use of the water -use records as a flow reduction from
the 2T standard to grant a reduced per seat rate.
