All,
I wanted to fill you guys in on the situation I am in with the Waynesville WWTP.
The facility is currently under an NEC, but not in compliance with it. There were several issues on site, but among them is
the exposure of the "Class A Bio-Solids". Reviewing their files, I found that this sludge is maintained at a PH of 12. So the
Stormwater that hits it (which is then Wastewater from what I understand) runs down through a grassy area (see dead
grass) and into the stream. I am giving them 30 days to either remove the sludge and correct the other NEC issues, or to
apply for coverage under the NCG11 permit which I will strongly recommend to the CO that PH and TSS be included as
an Analytical monitoring requirement. If they fail to do either, I will be recommending this facility for enforcement. I will
hopefully mail out their report tomorrow. Let me know if you have any questions for the SW end of this. I know DWR
has a permit at this facility as well.
