Box 1325 Asheville, N.C. 28802 (828)-251-1900 (828)-251-1945 March 12, 2019 Mr. Landon Davidson NCDENR-Water Quality Section 2090 U.S. Hwy 70 Swannanoa, NC 28778 Re: Notice of Violation NOV-2019-LM-0012 NPDES Permit NC0088056 Blacksmith Run Henderson County Dear Mr. Davidson, This letter is written on behalf of Vista Developers at Blacksmith Run to provide information as to remedial action taken to the above referenced facility per your February 19th, 2019 letter attached. We have had daily maximum BOD violations for March, April, May, June, and now November 2018. We do not know the reason for these spikes but coincide with very high influent BODs we collected on 950mg/L-6130 mg/L. As you know package plants are designed for only domestic waste loading of 200-250 mg/L influent BOD. The site is rapidly being built out by the developer and have asked if they are aware of any toxic waste being dumped into the system of which they do not. We are still trying to determine the cause of these influent spikes. We will show the continuous flow readings which we have on the edmr site and discontinue the holiday drop down menu we thought we were to use previously as stated.
