Hello,
Just wanted to check -in and see if there are any updates regarding the EAA requirement for
ClearView at Misenheimer WWTP. The permittee is eager to learn if the 2018 letter from the Mayor
is sufficient to satisfy the EAA requirement in their permit, and I can't proceed with the draft until a
decision has been made. For their past renewal they submitted a similar letter from the Mayor
regarding connecting the sewer line and provided comments on an old evaluation done in 2007,
stating that at the time in 2014 it was still not cost effective to connect to existing sewer lines. Do
they need to provide a similar statement for this renewal to go along with the 2018 Mayor letter, or
perform a new evaluation? Or is the letter alone sufficient? A copy of the 2018 letter in question is
attached.

Roberto / Corey — the Clearview Apartments permit is up for renewal. It contains an EAA
requirement.
Their "EAA" documentation from the 2014 renewal goes into some detail, and stated that no sewer
was available.
Their submission for this renewal was simply a letter [attached] stating that nothing had changed
since 2014, and that sewer was still not available. Is that sufficient [based on your more recent site
inspections], or do they need to do a full EAA?
Sydney Carpenter is handing the permit renewal. I've copied her on this email. Contact her directly
on how to proceed.

Hi Charles,
A letter from the mayor of Misenheimer Village was submitted by the permittee in the hopes that it
satisfies the EAA requirement for ClearView at Misenheimer's permit renewal application. I've
attached a copy of it to this email. The staff member working on the application was wondering if
this was sufficient, or what else they need to provide for the EAA requirement. She's unsure what an
EAA is and how to go about it. Emily D provided me with the EAA Guidance Document that I can give
her, if that's what they need.
For their past renewals they have submitted a similar letter from the Mayor regarding connecting
the sewer line and made comments on an old evaluation done in 2007, stating that in 2014 it was
still not cost effective to connect to existing sewer lines. Do they need to provide a similar statement
for this renewal or perform a new evaluation? Sorry if this is confusing. I can come by and discuss it
in person if that's easier. There's a few documents in the permit's folder on the S drive that are
helpful in figuring out their last renewal.

I am requesting modification from "Daily Maximum" BOD, TSS, NH3-N and Fecal Coliform limits
to "Weekly Average". We have experienced some elevated "Daily Max" results and additional
sampling has proven the elevated results not to be representative of the overall plant
performance. This permit change would allow for additional time to resample verifying plant
conditions and/or meeting permit limits during times of plant upset.

SLUDGE HANDLING PROCEDURE
Over burden sludge is removed from the WWTP facility by septic hauler.
Lowder Septic (704) 985-6453 is called to pump, haul and remove excessive sludge build up.
The activated sludge PH is adjusted with the addition of Sodium Bicarbonate, to maintain levels between
6.8-7.8.
