County: Document: Cumberland MCC Funding: � State ❑ Federal � Yes ❑ No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) Division 6 intends to replace Bridge No. 141 on SR 1819, Stewart Road, over an unnamed tributary of South River west of Cooper. No preliminary designs were available at the time of the archaeological review and very little information was provided regarding the scope and scale of the project. Based on an aerial photograph of the project location and the area of potential effects (APE) established for the historic architecture review, an archaeological APE was established that essentially extends 350 feet (106.68 meters) in each direction along SR 1124 and 100 feet (30.48 meters) in each direction from centerline along the highway facility. On February 9, 2018, preliminary designs were received which allowed for the APE to be revised to the proposed footprint of the proj ect, including easements and proposed right-of-way (ROW). Based on this footprint, APE has been revised to encompass .5 acre (slightly over .2 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on August 23, 2017. As noted in the original review, no previously recorded archaeological resources are located within the proposed APE, nor are any archaeological site recorded within .5-mile of Bridge No. 141. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals no historic properties within .5-mile of Bridge No. 141. No previously recorded cemeteries fall within that same radius. The original review drew attention to results stemming from the 2011 examination of the NCDOT survey for improvements to SR 1820 to the southeast of the current project. Archaeological investigations by NCDOT archaeologists, Paul Mohler and Brian Overton, in June 2011 (PA No. 11-03-0056) resulted in the recordation of archaeological sites 31CD 1993** and 31CD1994 not too dissimilar to those found in the current APE. Site 31CD1993** was recorded as the Simeon Godwin Family Cemetery. Site 31CD1994, was recorded as a small surface scatter ofprehistoric lithics and ceramic sherds (mostly Hanover series). Neither site was recommended as eligible for the National Register of Historic Places. An examination of soils in Cumberland County County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nres.usda. o�v/a�/WebSoilSurvev.aspx) indicates that the following soil types fall within the delineated APE: Aycock loam, 1 to 4 percent slopes (AyB); Johnston loam (JT). No further archaeological investigations are required for the project within the area established as the "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 1 of 3 Project Tracking No.: 1%-0%-��12 current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement project, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The original APE reviewed in August 2017 consisted of an APE estimated to be 3.2 acres; the current APE is less than 16% of that size. As implied by the presence of the archaeological resources like 31 CD 1993 and 31 CD 1994, alluvial terraces with better drained soils do have a better probability for containing archaeological resources. In the current APE, this area is mapped as encompassing .1 acre, not including portions of that area that have been severely disturbed by development for transportation or residential development. Even if archaeological resources were to exist within the very small remaining portion of the revised APE, it seems very unlikely that the project as proposed would create significant impacts.
