Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is located on Stewart Road (SR 1819) at the bridge crossing of an unnamed tributary to South River—approximately 1.5 miles upstream of the confluence of South River. The Project Study Area contains 0.37 acre of bottomland hardwood forest wetlands and 175 linear feet of perennial stream channel (unnamed tributary to South River). The surrounding land use is primarily agricultural fields and pasture, as well as some silviculture and scattered rural development. 4b. Explain the purpose of the proposed project:* The project consists of replacing Bridge No. 250141 on Stewart Road (SR 1819) over an unnamed tributary to South River in Cumberland County, NC. According to the most recent NC Department of Transportation Structure Safety Report, Structure Number 250141 received a Present Condition rating of "Poor" with Priority Maintenance repairs listed for joist, spans, and bents. Details from this report additionally list a transverse crack in the north approach as well as decayed wingwalls in the southeast, southwest, and northeast corners. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project is part of the North Carolina Department of Transportation's Low Impact Bridge Replacement program. The bridge is to be replaced at the ebsting location over an unnamed tributary to South River with an off site detour to maintain access to Stewart Road. North Carolina Natural Heritage Database (NCNHP); site specific surveys conducted while evaluating jurisdictional features. The US Fish and Wildlife Service designated Critical Habitat within Cumberland County does not occur within the project area. On July 19, 2017, August 1, 2017, and February 21, 2018, Atkins biologists conducted visual surveys to identify suitable habitat for all Threatened and Endangered species listed for Cumberland County. For those species where appropriate habitat was identified, detailed surveys v�,2re undertaken where seasonably appropriate. A reviewof the of the NCNHP database for the listed Threatened or Endangered species listed in Cumberland County revealed no known occurrences of these species within 1.0 mile of the Project Study Area. The Biological Condusions for the eight Threatened or Endangered species in Cumberland County is "No Effect" with the exception of American alligator, which does not require a Biological Conclusion. The American alligator is listed due to the similarity of appearance to the American crocodile, which does not have a range that eMends into North Carolina.
