requirements as specified in the above referenced permit for Howard Fertilizer Company,
Inc. (Howard Fertilizer) on behalf of Howard Fertilizer. WMSS compiled this report using
data provided by Howard Fertilizer. This data includes: 1) Class A Annual Distribution of
Marketing / Surface Disposal Certification and Summary Form, 2) Annual Residual
Sampling Summary Form, 3) Annual Pathogen and Vector Attraction Reduction Form
(503), and 4) Analytical Data.
Howard Fertilizer distributed 131.1 Total Dry Tons of blended fertilizer (69.7 Tons) and
South Cross Bayou WRF pellets (100.4 Tons) in North Carolina under Permit No.
WQ0037094 during the 2018 calendar year.

Method 8270D: The following samples required a dilution due to the nature of the sample matrix: WED -CAKE -2-18 (660-85548-2) and
(660 -85548 -B -2-G DU). Because of this dilution, the surrogate spike concentration in the sample was reduced to a level where the
recovery calculation does not provide useful information.
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

The Class A pathogen requirements were met through §503.32(x)(7). The Process to Further Reduce
Pathogens was Heat Drying (Appendix B, B.2.). The biosolids were dried by direct or indirect contact with
hot gases to reduce the moisture content to 10% or lower. The temperature of the biosolids particles
exceeded 80 degrees Celsius. Fecal coliform testing was performed and the density of fecal coliform in
the biosolids was <1000 MPN per gram of total solids (dry weight basis).
The vector attraction reduction requirement was met through §503.33(b)(8). The percent solids of the
bIOSOIIdS that contains unstabilized solids generated in a primary wastewater treatment process shall be
>90% based on the moisture content and total solids prior to mixing with other materials.
