Yes, that is what the 1" rainfall amount is used for in those calculations. NCSU did a study that found out that about 90% of
the contaminants comes from the first flush which in most cases is the first 1" from a storm.

So if you haven't had to apply the Jordan rules because of the pause in enforcement,
would there even be a requirement for water quality treatment for NCCU, since they are in
the Jordan Basin? Does NC DEQ have any TSS treatment requirements?

Patrick and Jennifer,
The Stormwater program uses the 1" of a storm for the design of projects and then require that any outfalls release the 10yr
storm in a non -erosive manner (so the rip -rap aprons and such are designed as such).
I haven't had to apply the Jordan Rules because of the pause in enforcement I would guess.

Rick,
I have a question regarding the State-owned project we have been communicating about on NC Central's campus. We are
going through the City of Durham review process and the City will be enforcing their peak flow attenuation requirements
for the 2- and 10-year storms. The City reviewer (Jennifer Buzun — copied to this email) would like to know if DEQ will be
enforcing a 1-year peak flow attenuation requirement for the project. If DEQ is not enforcing or reviewing for the 1-year
peak flow attenuation requirement, the City will pick up that jurisdiction.
Would you please let us know if you will review and enforce a 1-year peak flow attenuation requirement?
