Describe the existing conditions on the site and the general land use 1n the vicinity of the project at the time of this application:* The site is mostly undeveloped and forested. Forested uplands within the site support mostly water oak with a few pines in the canopy and a fairly dense layer of gallberry, water oak, sweetgum, and sweet bay. A ditch eMends through the center of the site and the ditch has a wetland fringe in places. These wetlands support red maple, sweetgum, and sweet bay. The eAsting wastewater treatment facility is located just east of the site. A road extends north -south through the eastern part of the site and some buildings related to the WWTP and a cleared field are located off of this road. The road provides access to an equalization basin located in the northern part of the site. 4b. Explain the purpose of the proposed project:* The purpose of the project is to expand the epsting wastewater treatment facilities for the region.The Northeast Brunswick Regional Wastewater Treatment Plant is a 2.475 MGD wastewater treatment facility that serves the northeast area of Brunswick County to include the Town of Leland, the Town of Navassa, the City of Northwest, and the H2GO Sanitary District. The facility is located on County owned property that is currently zoned for the intended use as a wastewater treatment plant. In the last 24 months, wastewater flow to the plant is approaching 90% of total capacity and projected flows for the 20 -year planning period indicate that an additional 2.5 MGD of capacity will be needed to meet future growth needs. The current project is needed to a)pand the capacity of the facility to meet projected growth. The new facility will have a total capacity of 4.975 MGD. Wetland and ditch impacts are needed to construct the facilities needed for the expansion. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project includes construction of the following: New headworks sized for 4.975 MGD total flow capacity; New equalization tank sized in conjunction with eAsting EQ tank for 4.975 MGD total flow capacity with piping improvements to improve functionality of eAsting EQ tank; Flow Splitter Box to separate and equalize flows to each train of the facility; Two(2) parallel OAdation Ditches with anaerobic selector which will be a single construction, dual train, common wall ditch with a total capacity of 2.5 MGD; Two (2) Secondary Clarifiers sized for 2.5 MGD flow capacity; New Tertiary filters sized for 2.5 MGD flow capacity; New W Disinfection sized for 2.5 MGD flow capacity; Expansion to existing effluent pump station; New parallel effluent force main to the eAsting Cape Fear River Diffuser; New Autothermal Thermophilic Aerobic Digestion system (ATAD) sized for a total flow capacity of 2.5 MGD; New Return Activated Sludge/Waste Activated Sludge (RAS/WAS) pump station sized for a total flow capacity of 2.5 MGD The project area will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The alignment of the proposed structures was dictated by the alignment of the existing structures located on the site to the east. The proposed facilities will be interconnected to the existing facilities and must be located adjacent to them for hydraulic and flow management between structures. Therefore, they could not be relocated in a different configuration to avoid the ditch. Additionally, a 50' setback between the top of bank of the ditch and any structure is required by DEQ for wastewater treatment plant facilities. The entire property was purchased for wastewater treatment plant purposes and there will be future expansions of the property. This relocation of the ditch will allowfor all future expansions without any further impacts to the ditch. Finally, the ditch will be relocated within the site to similar dimensions as the existing ditch and no net loss of open water is proposed. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A sedimentation and erosion control permit will be obtained and implemented during construction. 2. According to their files, no rare species are known to occur within the site. The Atlantic sturgeon, shortnose sturgeon, and West Indian manatee are known to occur within a one -mile radius of the site, likely within the Cape Fear River %Mich is located approximately 1/4 mile east of the site. The site does not provide appropriate habitat for these species. The northern long-eared bat is also known to occur in Brunswick County. Forested areas within the site support suitable roosting habitat for the bat. Some of the trees will be cleared for site development. However, no maternity roost trees or hibernacula are known to occur near the site. Therefore, tree removal is an exempt activity per the 4(d) rule for the species. Additionally, the site does not provide appropriate habitat for the red -cockaded woodpecker or federally - protected plants known to occur in the region. Consultation Documentation Upload 6.
