Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. In order to maintain proper dam requirements, repairs are necessary for all three dam at the High Hampton property. In order to minimize impacts, the project was designed to utilize spot repairs where necessary, instead of a full dam replacement or entire wall repair. The water intake structure replacement was designed to have minimal impacts on High Hampton Lake by utilizing an irrigation company who specializes in intake structures built with lasting and appropriately sized components. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. For the concrete work, scaffolding with a minimal footprint will be utilized to conduct the repairs. Any gravel pads installed to assist with the stabilization of the scaffolding will be temporary and removed once the work is complete. The site will be returned to the original condition. For the lake dredging work, a track -hoe will be utilized for removing sediment accumulated. The machine will require access into the lake bed and will minimize disturbance by utilizing only one access route. Please refer to Appendix A for more information. 2. Re: High Hampton Dam — Anticipated Construction Sequence for Pre -Construction Notification (PCN) Anticipated construction sequence at High Hampton Dam for Pre -Construction Notification (PCN) purposes. • Construction is anticipated to occur in one phase over an 8 -week period. • The project is located in an environmentally sensitive area and is adjacent to a trout stream. The contractor shall use extreme care throughout project to maintain water quality standards. • Water level in the lake will be lowered using a sump pump, siphon, or a combination of both, and flows will not exceed a maximum rate of drawdown of 1 foot per day. • During the lake drawdown process, the contractor shall ensure the water being removed from the lake into the stream meets the turbidity requirements of the permit. If sediment becomes a problem during the dewatering process, the contractor shall contact the project engineer immediately and additional measures will be implemented. • Once the lake is lowered, the contractor shall maintain minimum base flow at all times to the stream of 0.475 cubic feet per centimeter (cfs) (7Q10). The minimum base flow shall be accomplished by using either a mechanical pump or siphon system (or a combination of both) that will operate throughout the maintenance and refilling process. • The project is located in an environmentally sensitive area and is adjacent to a trout stream. The contractor shall use extreme care throughout project to maintain water quality standards. • Once the sediment has had appropriate time to dewater, a temporary construction access will be installed to provide access to the upstream side of the dam. The construction access may consist of geotextile, rip rap, gravel, or crane mats, and will be removed when the project is complete. • Base flow will be maintained around/over the dam during staging and construction via an appropriately sized pump around system. 2019 -02 -Hampton Lake Dam Construction Sequence for permitting.docx February 28, 2019 Page 2 • The construction area will be isolated from the stream bed during staging and construction so that work is performed in the dry, with consideration for management of high flow events. • Accumulated sediment (approximately 55 cubic yards [cy] behind the dam) will be excavated to facilitate repairs. It is anticipated that a long-arm excavator will remove the sediment and place it directly into a dump truck. The excavated sediment will then be hauled to a location selected by the owner, and a silt fence will be installed around the perimeter of the sediment placement area. • To facilitate valve replacement, the contractor shall neatly and carefully sawcut and remove a 4 -foot by 4 -foot section of the dam to remove the old valve and pipe. The valve will be replaced by installing a fabricated spool piece, adding dowels into the existing concrete, and pouring new concrete around the spool piece in accordance with the engineering plans and specifications. • For crack repairs, the selected contractor shall determine the most feasible, cost effective, safest, and least impactful way to access the faces of the dam to complete the work. This could involve using scaffolding, ladders, ropes, or other measures. This could temporarily impact up to 30 linear feet of stream on the downstream side of the dam. These impacts will be temporary and will be removed when they are no longer necessary. • Following all work, disturbed areas upland of the normal water surface elevation of the lake will be stabilized and seeded. • The lake will be refilled by maintaining the minimal required downstream flow 7Q10 (0.475 cfs) through the new valve and control system. Jewel Lake will remain at normal pool elevation during maintenance of Hampton Dam. Two floating turbidity curtains will be installed in the lake until work is complete. We propose monitoring turbidity at the outlet of Jewel Lake for permit compliance.
