Failure to submit all required items will necessitate additional processing and review time. For more information, visit the Wastewater Branch's website or contact the Regional Office serving your county. General — This permit application applies to all pump and haul activities of wastewater under the authority of the Division on Water Resources. Permit coverage is required for the system producing the wastewater. This permit does not apply to the transport of animal waste from an animal waste management systems, not the transport of wastewater residuals or biosolids. NOTE: Pump and haul permits are not acceptable long term domestic wastewater treatment alternatives and shall only be issued in cases of environmental emergencies, nuisance conditions, health problems, or for unavoidable delays in construction of system previously permitted by the Division. The Applicant shall submit one original and one copy of the applicatoln and supporting documentation. A. Application Fee (Domestic Wastewater Only) ® Submit a check made payable to: North Carolina Department of Environmental Quality (NCDEQ) ➢ The appropriate application fee is: $810.00 for flows < 10,000 GPD and $1,310.00 for flows > 1 . 000 GPD C. A letter from the facility accepting the wastewater (type and quantity) specifically agreeing to accept wastewater from the applicant shall be included. ➢ The wastewater does not contain any human waste. ➢ The waste is collected and discharged into a sewer or treatment system designed and permitted to accept the type of wastewater being pumped and hauled. ➢ The pump and haul activity is not to alleviate a failing wastewater system. ➢ The Division regional office concurs in writing that the activity meets the criteria in this Rule. The attachment above was an email mistakenly sent by our ORC to Steve Weston on February.121h. The data shows we hauled a total 642,000 gallons in the fourth quarter. That works out to 6,830 gallons per day. As of the end of January 19, we had 95 customers on the system. We estimate that there are another 12 houses ready to be occupied and an additional 20 in lesser stages of construction. Please send me a pdf copy of the NOV. We had some recent personnel changes and I think it may have gotten misplaced. How many customers are currently connected, how many under early construction, and how many nearing completion? The request seeps to increase the volume up to 8,000 gpd with no justification provided. Also, both the developer and ONS were aware prior to the very first P&H permit back in April 2017 that based on the Burgin's design documents in October 2016 that the facility would operate once incoming flows reached 5K/day and thus the plant & disposal should be ready to go by the time that occurred. Based on a review of the V Qtr hauling data, ONS had over 6,400 gpd hauled during July -Sept 2018. And of course we do not have the 4th Qtr data as the NOV stated with it being late again. I imagine that Raleigh will want to have your response to the NOV in hand when they consider the request. I am supposing it means a very strong justification for requesting a pump and haul. Hopefully, what I write below will suffice. Last fall, when we were building up sufficient flow from the neighborhood to actually wet the membranes at the Stateside WWTP, we contracted with a geotechnical firm (The Clark Group) to test the disposal basins for final certifications, so we could start up the wastewater. plant. Because of the aftermath of the hurricane, the requirement to drill a new well because the one we had would not produce sufficient test water and other scheduling issues, the beginning of the test was delayed. It was mid -December beforelt could be scheduled. This is when Mr. Myers became frustrated with ongoing delays and refused to sign another pump and haul -permit request. We finally planned the test and invited Morella Sanchez -King to attend with whomever she needed to bring for final certification of the entire WWTP at the end of January 2019. As a result of the initial testing, neither the developer (Mr. Sydes) nor the engineer who will certify the basins (Mr. Stewart) were comfortable certifying the basins for their permitted values. We met in Jacksonville and decided on several tasks that could be completed quickly to attempt to bring the basins up to capacity (e.g. pumping well water through the underdrain piping). These tasks were completed and testing began again today (Feb. 22). Our sincere hope is that we will be able to certify one of the three basins for its permitted flow within a week and be able to start up the plant in total. Of coursewe would need to schedule another joint inspection. Meantime, the neighborhood continues to produce sewage that we have to dispose of. We already had procedure in place to pump it and take it to the Carolina Plantation WWTP, so we continued doing that. Truthfully, we didn't have any other options. Chuck Donnell Charles A. The application is missing your undeniable justification for why you need to extend the pump-n-haul activity again and is required by the Director's office to approve/sign any renewal requests. This should not be a surprise as it was required the last time. Key to it is why the volume of flow is not sufficient to operate the facility based on a review of hauling records for 2018 of which we have not received the 4t" quarter records to date. Also, need to support the volume increase shown in the request. You should have seen & reviewed the NOV-by now as well since it was signed for on the 14th. Please submit your justification by COB this Friday to avoid return of the P&H application/check on Monday as it is currently deemed incomplete. Let us know if you have any questions. Please use the Department's Permit Application Tracker to determine the official application receipt date to allow you to estimate a date for issuance and find the reviewer's name. Once issued, the record stays on the site for 30 days. For previously issued sewer permit info or to check on sewer certification receipt status, please use the Division's Sewer Extension Permit Tracker. Using the Issue Date on top of the Engineer Certification Form is best way to ensure getting what you want especially for multi -version permits; using today's date only gives info on the latest permit version. Confirmation using this method will replace letters and emails; it is recommended that confirmation be printed and/or saved.
