HomeMy WebLinkAbout20190299 Ver 1_cumulative analysis_20190306Richardson Road Extension from Humie Olive Road to Old US 1 in Apex, NC Cumulative Impacts Discussion from Section G(2) of the online PCN Application The U.S. Army Corps of Engineers (ACOE) has defined this Town of Apex road project as a single and complete project during pre-application consultations. The road proposed under this application is the initial phase of a project that has been identified as a critical connection on the Town's transportation plan since 2001. Although full funding is not in place; the initial portion of this road from the Humie Olive Road tie in can be constructed upon permit issuance. This section does not incur any wetland, stream or buffer impacts. As with any new road project, the resulting road itself provides new ingress and egress opportunities for properties that abut the new corridor. Any of those privately held properties may choose to improve their land based on the road. As such, any required environmental documentation, including permitting and mitigation to develop said private property, becomes the responsibility of that particular property owner and is not the responsibility of the Town of Apex. Currently, there is not practical way to quantify any potential impacts resulting from future development. It is accurate to say that this area is experiencing growth and future development is likely. Any such development will be subject to all federal, state and local environmental regulations in place at that time.
