Subject: Compliance Inspection Annual Report Review
Permit No. WQ0006906
Land Application of Residuals
Town of Taylorsville
Alexander County
The Mooresville Regional Office (MRO) received and reviewed the 2018 Annual Report (AR) for the
above permit. The report indicates that land application occurred on five of the program permitted
fields. A total of 77.50 acres received class "B" residuals from the Town of Taylorsville RLAP Program.
All analytical data appears to be present. The report indicates the program is in compliance with the
permit for the class B residuals.
The report should be self-explanatory. Should you have any questions regarding this report, feel free to
contact Edward Watson at edward.watson(a)_ncdner.gov, or 704-235-2198.
Sincerely,

Inspection Summary:
This a review of the 2018 AR. No site visit was conducted during this inspection. The actual site visit and land application
event was performed on November 26, 2018. This permit renewed on July 1, 2016. The permit will remain in force through
June 30, 2021.
The data presented indicates LA of the class B residuals occurred within compliance with the active permit.
PVAR is conducted through lime stabilization. All lime stabilization data is presented along with the appropriate work sheets
indicating Annual Metals Loading Summary for all fields the received residual material during 2018.
TCLP was performed by EPA method 610C which does calculate the total metals.
ESP presented by the contract lab appears to be incomplete. Sodium percent does not necessarliy directly equate to ESP.
However, the low value of sodium suggests the lack of exchageable percent available to be harmful to vegatation grown on
the permitted fields.
